Legendary Resistance (2/Day). If the archbishop fails a saving throw, it can choose to succeed instead.
Magically Improved Evasion Reflex. If the archbishop is hit by a critical hit while not incapacitated it can make a Dexterity saving throw for which the DC will be half of the attackers attack modifier+15. On a success the hit is a normal hit and not a critical hit.
Steady Focus. The archbishop is proficient (thus has a +10 modifier) on CON saving throws to maintain concentration on a spell.
Multiattack. The dragonborn makes three cantrips. He can replace a cantrip with casting a spell of 1st or 2nd level.
Spellcasting. The dragonborn is 17th level spellcaster. He casts one of the following spells, requiring no material components and using Intelligence as the spellcasting ability (spell save DC 19, +11 to hit with spell attacks):
At will: blade ward, chill touch, frostbite, gust, light, message, mind sliver, poison spray, prestidigidation, shocking grasp, thunderclap
2/day: Aganazzar's scorcher (up to 5th level), detect magic, disguise self, dispel magic, earthbind, fireball (as 5th level), heat metal (up to 5th level), knock, remove curse, sleet storm, summon fey (as 5th level)
1/day: Arcane Hand, Chain Lightning, Dawn, Disintegrate, Scatter, Summon Construct (as 6th level), Telekinesis, Wall of Ice
Teleport. The dragonborn magically teleports, along with any equipment he is wearing and carrying, up to 120 feet to an unoccupied space he can see.
Change Shape. The archbishop magically polymorphs into a beast or dragon that has a challenge rating no higher than its own, or back into his true form. When he changes into a beast or a dragon gains temporary HPs equaling to half the HP of the chosen creature. When these temporary HPs deplete he reverts to his true form. Any equipment he is wearing or carrying is absorbed or borne by the new form (his choice). He can change into a beast or a dragon of challange rating 7-22 once a week and can change into a beast or dragon of challange rating 6 or lower three times a day.
In a new form, the archbishop retains his alignment, hit points, Hit Dice, ability to speak, proficiencies, Legendary Resistance, Intelligence, Wisdom, and Charisma scores, as well as this action. His statistics and capabilities are otherwise replaced by those of the new form, except any class features or legendary actions of that form.
The archbishop can cast the Sanctuary spell without material component and using Intelligence as the spellcasting ability (spell save DC 19).
The archbishop can cast the Feather Fall spell without material component.
The dragonborn can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The dragonborn regains spent legendary actions at the start of its turn.
Detect. The archbishop makes a Wisdom (Perception) check.
Teleport. The dragonborn uses his teleport action.
Spellcasting (Costs 2 Actions). The dragonborn uses his spellcasting action.
Staff Burst. Melee or Ranged Spell Attack: +11 to hit, reach 5 ft. or range 120 ft., one target. Hit: 17 (3d6 + 7) force damage.
Description
The 135 year old dragonborn man has quite the life experience yet he has much to expect. He doesn't feel or look old as he was blessed magically with an extended lifespan when King 'Kalashtar' granted him the title of Earl. He serves as the archbishop in the Temple of Mystra. Also, he is a formidable scientist of magic, successful inventor, wealthy entrepreneur and generous philanthropist. Along with WonderGlim Scheppen and 'kéne-valami-név-ennek-a-luvnyának' they consist the triumvirate, the three most powerful and most acknowledged mages in Cormanthyr. Among them he is the sole independent one as the other two is in direct service of the king. Yet he is not entirely without connections to the crown, he is well known in the region as the main supplier of magic items - staffs, wands, rods, quality arcane focuses and magical accesories - for the Royal Elite Army of Cormanthyr. These goods are manufactured in a secret manufactury with highly secured technology. Billioneries, even kings and queens visited him with the intention of buying his patent for manufacturing, but the archbishop let them go all empty-handed. The message is clear: this business is not for sale.
Lair and Lair Actions
Well, technically speaking he has a lair, but the players won't f*ing ever go there so it's completely unnecessary for me to elaborate. In the very unlikely case the players do want to go there, they won't.
