Evasion. If Boblin is subjected to an effect that allows him to make a Dexterity saving throw to take only half damage, he instead takes no damage on a success and only half damage on a failure.
Nimble Escape. Boblin can take the Disengage or Hide action as a bonus action on each of his turns.
Spellcasting. Boblin is a 20th-level spellcaster. His spellcasting ability is Intelligence (spell save DC 24, +16 to hit with spell attacks). Boblin has the following wizard spells prepared:
Cantrips (at will): mage hand, prestidigitation, shocking grasp, fire bolt
1st level (4 slots): shield, mage armor, expeditious retreat, chromatic orb
2nd level (3 slots): invisibility, misty step, mirror image
3rd level (3 slots): counterspell, dispel magic, fireball
4th level (3 slots): greater invisibility, polymorph
5th level (3 slots): cone of cold, telekinesis
6th level (2 slots): chain lightning, globe of invulnerability
7th level (2 slots): finger of death, plane shift

Legendary Resistance (5/Day). If Boblin fails a saving throw, he can choose to succeed instead.
Arcane Recovery (3/Day). Boblin can regain expended spell slots by spending 1 minute focused on the recovered spell level's spell scroll. He regains spell slots equal to his Intelligence modifier (5).
Multiattack. Boblin makes four attacks: two with his shortswords and two with his shocker.
Shortsword. Melee Weapon Attack: +15 to hit, reach 5 ft., one target. Hit: 13 (1d6 + 6) piercing damage.
Shocker. Melee Spell Attack: +16 to hit, reach 5 ft., one target. Hit: 44 (8d10) lightning damage.
Spell Scrolls (5/Day). Boblin can use an action to cast a spell from a spell scroll he possesses without needing to provide any material components. The spell level must be 9th level or lower, and the scroll is consumed in the casting.
Uncanny Dodge. When an attacker Boblin can see hits him with an attack, he can use his reaction to halve the attack's damage against him.
Counterspell. When Boblin sees a creature within 60 feet of him casting a spell, he can use his reaction to attempt to interrupt the casting. The creature must make a spellcasting ability check against DC 24. On a failure, the creature's spell fails, and the slot is wasted.
Boblin can take three legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. Boblin regains spent legendary actions at the start of his turn.
- Cantrip. Boblin casts a cantrip from his prepared list.
- Teleport. Boblin magically teleports up to 60 feet to an unoccupied space he can see.
- Arcane Barrage (Costs 3 Actions). Boblin releases a devastating surge of magical energy. All creatures within a 30-foot cone must make a DC 24 Dexterity saving throw, taking 60 (10d10) force damage on a failed save, or half as much on a successful one.
Description
Boblin the Goblin, standing a mere three feet tall, seems an unlikely source of fear and power. Yet, hidden beneath his unassuming exterior lies a brilliant mind and an unmatched talent for the arcane arts. His olive-green skin is unadorned, and his eyes, though small, shimmer with a mischievous glint that betrays his cunning nature.
In battle, Boblin moves with a surprising grace, effortlessly evading attacks that would fell creatures much larger than himself. His two shortswords, kept at his sides, become a blur of steel as he dances around foes, striking with pinpoint accuracy. But it is his most potent weapon, the shocker, a magical device of his own invention, that truly sets him apart. With a flick of his wrist, bolts of crackling lightning arc toward his adversaries, reducing them to cinders.
However, Boblin's most formidable asset is his mastery of arcane magic. His spellcasting prowess rivals that of seasoned wizards, and he carries an array of spell scrolls to adapt to any situation. With a flicker of a scroll and an incantation on his lips, he can unleash destructive fireballs, vanish from sight with invisibility, or reshape foes into harmless creatures.
