Traits

Innate Spellcasting. Ursula's spellcasting ability is Charisma (spell save DC 17). She can innately cast the following spells, requiring no material components:

At will: Eldritch blast (as a 5th-level warlock), Hex, Charm Person

3/day each: Misty Step, Charm Person, Darkness, Fear, Counterspell, Clairvoyance

1/day each: Dominate Person, Shadow of Moil

Shadow Bind. As a bonus action, Ursula can summon shadowy tendrils to restrain a creature within 30 feet of her. The target must succeed on a DC 17 Strength saving throw or be restrained. The target can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.

Dark Pact. Ursula has access to a selection of warlock spells. She can cast the following spells:

Eldritch Blast. Ranged Spell Attack: +9 to hit, range 120 ft., one target. Hit: 22 (4d10) force damage.

Legendary Resistance (3/Day). If Ursula fails a saving throw, she can choose to succeed instead.

 

Actions

Multiattack. Ursula makes two *eldritch blast* attacks.

Staff Strike. Melee Weapon Attack: +6 to hit, reach 5 ft., one target. Hit: 8 (1d8 + 3) bludgeoning damage plus 14 (4d6) necrotic damage.

Soul Shatter (Recharge 5-6). Ursula targets one creature she can see within 60 feet of her. The target must succeed on a DC 17 Wisdom saving throw or take 45 (10d8) psychic damage and be frightened for 1 minute. The frightened target can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.

Teleport. Ursula magically teleports, along with any equipment she is wearing or carrying, up to 60 feet to an unoccupied space she can see.

Bonus Actions

Shadow Step. Ursula can magically teleport up to 30 feet to an unoccupied space that she can see as a bonus action, using the shadows as her conduit. This ability allows her to reposition herself strategically during combat.

Reactions

Evasion of Shadows. When Ursula is targeted by a spell that requires her to make a Dexterity saving throw to take half damage, she can use her reaction to instead take no damage if she succeeds on the saving throw, or half damage if she fails.

Legendary Actions

Ursula can take 3 legendary actions, choosing from the options below. Only one legendary action can be used at a time, and only at the end of another creature's turn. Ursula regains spent legendary actions at the start of her turn.

Eldritch Blast. Ursula uses her Eldritch Blast.

Shadow Shift (Costs 2 Actions). Ursula teleports up to 30 feet to an unoccupied space she can see.

Curse of Despair (Costs 3 Actions). Ursula targets one creature she can see within 60 feet of her. The target must make a DC 17 Wisdom saving throw or suffer the effects of the *bestow curse* spell.
