Barbed Skin. The dragon is covered in a coat of sharp spikes that damage anyone who comes close. If the dragon passes through a target's space or ends it’s turn within a target's space, the target must make a DC 14 DEX saving throw or receive 1d8 + 5 piercing damage or half as much on a success. Additionally, any melee attack done on the dragon also damages the attacker for 1d8 + 5 points of piercing damage.
Razor Wings. The Dragon can fly by an enemy, slashing at anyone along its dive. Targets within this range must make a DC 20 Dexterity saving throw or take 5d8 + 15 slashing damage. This attack does not provoke opportunity attacks.
Legendary Resistance (3/Day). If the dragon fails a saving throw, it can choose to succeed instead.
Multiattack. The dragon can use its Frightful Presence. It then makes three attacks: one with its bite and two with its claws. It can also choose to instead use its tongue attacks.
Bite. Melee Weapon Attack: +14 to hit, reach 10 ft., one target. Hit: 19 (2d10 + 8) piercing damage plus 7 (2d6) fire damage.
Claw. Melee Weapon Attack: +14 to hit, reach 5 ft., one target. Hit: 15 (2d6 + 8) slashing damage.
Tail. Melee Weapon Attack: +14 to hit, reach 15 ft., one target. Hit: 17 (2d8 + 8) bludgeoning damage.
Frightful Presence. Each creature of the dragon’s choice that is within 120 feet of the dragon and aware of it must succeed on a DC 19 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature’s saving throw is successful or the effect ends for it, the creature is immune to the dragon’s Frightful Presence for the next 24 hours.
Tongue Weapons (Recharge 5–6). The dragon can make a lash attack with its flexible tongue, dealing one of two types of attacks.
Bladed Lash. The Dragon lashes out with its tongue in a 20-foot line anywhere within 40 feet in front of it. This line can be in any direction within the area of effect. Any targets within this line of attack must succeed on a DC 20 Dexterity saving throw or suffer 18d6 slashing damage or half as much on a success.
Spiked Impale (Recharge 5-6);
The dragon launches its tongue out in a 40-foot line in front of it. The target must succeed on a DC 20 Dexterity saving throw or suffer 8d6 +20 piercing damage and be pulled all the way back to the dragon. It can then follow up immediately with a bite attack. If the target succeeds, they take half damage and are not pulled toward the dragon.
The dragon can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The dragon regains spent legendary actions at the start of its turn.
Detect. The dragon makes a Wisdom (Perception) check.
Tail Attack. The dragon makes a tail attack.
Razor Spin (Costs 2 Actions). The dragon extends its razor-sharp wings and spins in place. All targets within 20 feet of the dragon must succeed on a DC 20 Dexterity saving throw or suffer 8d6 + 20 points of slashing damage or half as much on a success. The dragon can then fly up to half its flying speed.
Description
" One of the most heart-stopping events of my long career came to fruition barely a fortnight ago. My traveling party had been cornered by a Green Dragon; a young beast that referred to itself as "Krezz the Defiler". Our mounts lay butchered and nearly all of us were gagging on its poison and hope was dim. Then suddenly, like a whirlwind of glimmering swords, the beast lay dead before us. Its hide lay split and punctured, blood seeping from uncountable lacerations and punctures. And over its body stood a glimmering titan, coated in enough blood to fill a ship, glaring down at us with glowing eyes of sapphire. In a booming voice, it then spoke.
"Be grateful you are not my target mortal. You shall not be so lucky if we meet again."
And with that, it was gone."
- One of the few known accounts of a personal encounter with a Steel Dragon, as written in "Of Flesh and Blood".
Most metallic dragons are beacons of righteous justice and goodness, always seeking to aid the lives of those weaker than them and protect the innocent. Even the more rambunctious ones still have good intentions. Steel dragons are not like their cousins. Breed by Bahamut to be the most vicious fighters in a time of turmoil, these beasts fulfill this image perfectly. With minds filled only with violence, determination, and a steel-coated code of honor that they can never break, they stand as Bahamot's personal executioners and attack dogs and do their job with pride.
The glimmering scales of the Steel Dragons are as jagged and barbed as their personalities. A crown of polished horns sprouts from their head while two larger horns flank their snouts, granting them an intimidating profile. This is further enhanced by their wings. Instead of the delicate leather of most dragon wings, these dragons have wings of razor-thin plates, aligned perfectly to catch the wind and self-sharpen as they flap. With the slightest touch, these wings cut flesh and stone like butter, leaving little behind. When paired with their wicked claws, teeth, and jagged tongue, these dragons excel at killing any enemy, large or small.
