Evasion. When a Blue Rose Agent is subjected to an effect that allows them to make a Dexterity saving throw to take only half damage, they instead take no damage if you succeed on the saving throw, and only half damage if they fail.
The Lord's Will. As long as an Agent is under the control of Beelzebul, they may not be charmed or frightened by any means. Only divine intervention, Greater Restoration, or similar magic can remove this effect. Upon death of an agent or removal of this effect a fly flees from an agents mouth signifying the end of this condition.
Innate Spellcasting (Infernal Empowerment). The Blue Rose Agent is a 9th-level spellcaster. Its spellcasting ability is Wisdom (spell save DC 16, +8 to hit with spell attacks). The Agent has following spells prepared to innately cast:
At Will: Firebolt, Infestation, Minor Allusion
3/Day: Alter Self, Blur, Charm Person
1/Day: Modify Memory, Insect Plague
Multiattack. The agent makes three unarmed strikes. It can replace any number of these strikes with it's Precise Dagger Attack.
Unarmed strike. Melee Weapon Attack: +7 to hit, reach 5 ft., one target. Hit: 8 (1d6 + 4) bludgeoning damage.
Precise Dagger. Ranged Weapon Attack: +7 to hit, range 20/50 ft., one target. Hit: 7 (1d4 + 4) piercing damage.
Monastic Movement. The agent may move up to 15 feet without provoking opportunity attacks.
Deflect Missiles (1/Day). If a ranged weapon attack would hit an agent, reduce the damage by 2d10 + 8. If this reduction reduces the damage to zero, instead deflect the projectile to the target, using the normal damage.
Dodge (1/Day). If a melee attack would hit, increase the AC of the agent by 5, possibly turning the hit into a miss.
Description
The Blue Rose were the cultural protectorates of the Jewel of Hope since it's founding. Providing a watchful eye over the city and ensuring the history beneath the city stayed hidden from the public, even from the Hands of Ord, these monastic protectors served faithfully for hundreds of years. However, Beelzebul's followers and champions now seek to utilize the long-standing organization as their agents within the city. The Lord of Flies utilized foul magic to enhance their arcane power and sought to silence any dissidence who threaten his control of the city's politics.
