Arcane Inference. Wan Shi Tong constantly possesses the effects of detect magic.

He Who Knows 10,000 Things. Wan Shi Tong can maintain concentration on two different spells at the same time. In addition, he has advantage on saving throws to maintain concentration on spells.

Magical Equipment: Wan Shi Tong possesses the Staff of the Magi and the Ring of Evasion.

Spell Turning. Wan Shi Tong has advantage on a saving throw against any spell that targets only itself (not an area). If Wan Shi Tong's saving throw is successful and the spell is of 4th level or lower, the spell has no effect on Wan Shi Tong and instead targets the caster.

Spell Sniper. When Wan Shi Tong casts a spell that requires it to make an attack roll, the spell's range is doubled. Additionally, its ranged spell attacks ignore half cover and three-quarters cover.

Spiritual Nature. Wan Shi Tong's melee attack damage is considered to be magical for overcoming resistance.

War Caster. When a hostile creature's movement provokes an opportunity attack from Wan Shi Tong, it can use its reaction to cast a spell at the creature, rather than making an opportunity attack. The spell must have a casting time of 1 action and must target only that creature.

Innate Spellcasting: The following spells can be cast by Wan Shi Tong without components, therefore being immune to being counterspelled;
eldritch blast, absorb elements, magic missile, shield, hold person, crown of madness, counterspell, lightning bolt, dimension door, flame strike, wall of force, heal, power word stun, time stop

Spellcasting. Wan Shi Tong is a 16th-level spellcaster. Its spellcasting ability is Intelligence (spell save DC 20, +10 to hit with spell attacks). Wan Shi Tang has the following spells prepared:

Actions

Multiattack. Wan Shi Tong makes two attacks; one with its beak and one with its talons.

Beak. Melee Weapon Attack: +7 to hit, reach 10 ft., one target. Hit: 15 (2d8 + 7) piercing damage.

Talons. Melee Weapon Attack: +7 to hit, reach 5 ft., one target. Hit: 13 (2d6 + 7) slashing damage, and the target is grappled (escape DC 19). Until this grapple ends, the target is restrained, and Wan Shi Tong can't use its talons on another target.

Crushing Stride. Wan Shi Tong moves up to its speed in a straight line. During this move, it can enter Large or smaller creatures' spaces. A creature whose space Wan Shi Tong enters must make a DC 18 Dexterity saving throw. On a successful save, the creature is pushed out of Wan Shi Tong's path to the nearest space. On a failed save, the creature falls prone and takes 14 (4d6) bludgeoning damage.

If Wan Shi Tong remains in the prone creature's space, the creature is also restrained until it's no longer in the same space as Wan Shi Tong. While restrained in this way, the creature, or another creature within 5 feet of it, can make a DC 18 Strength check. On a success, the creature is shunted to an unoccupied space of its choice within 5 feet of Wan Shi Tong and is no longer restrained.

Weird Insight. Wan Shi Tong targets one creature it can see within 30 feet of it. The target must contest its Charisma (Deception) check against Wan Shi Tong's Wisdom (Insight) check. If Wan Shi Tong wins, it magically learns one fact or secret about the target. The target automatically wins if it is immune to being charmed.

Staff of the Magi: Retributive Strike. Wan Shi Tong breaks the staff, performing a retributive strike. The staff is destroyed and releases its remaining magic in an explosion that expands to fill a 30-foot-radius sphere centered on it.

Summon Spectators (Recharge: 5-6, while no Spectators remain). Wan Shi Tong summons three spectators. 

Reactions

Ring of Evasion (3 Charges). When Wan Shi Tong fails a Dexterity saving throw, it can instead use a charge of its Ring of Evasion to automatically succeed instead.

Rod of the Magi: Absorbtion (50 Charges). Wan Shi Tong can use its reaction to nullify a spell targeting itself. The staff absorbs the magic of the spell, canceling its effect and gaining a number of charges equal to the absorbed spell's level. However, if doing so brings the staff's total number of charges above 50, the staff explodes as if it activated its retributive strike.

Spell Mastery. Wan Shi Tong can use a spell with a casting time of a reaction once per round without expending its reaction.

Spell Vitalization. Immediately after a creature casts a spell of 1st level or higher within 120 feet of the Wan Shi Tong, it can move up to its speed without provoking opportunity attacks. It can then make one beak attack against a target of its choice.

Legendary Actions

Wan Shi Tong can take 3 legendary actions, choosing from the options below. Only one legendary action can be used at a time and only at the end of another creature's turn. Wan Shi Tong regains spent legendary actions at the start of its turn.

Attack (Costs 1 Actions). Wan Shi Tong makes one Beak or Talon attack.

Wing Attack (Costs 2 Actions). Wan Shi Tong beats its wings. Each creature within 30 feet of it must succeed on a DC 19 Dexterity saving throw or take 17 (2d6 + 10) bludgeoning damage and be knocked prone. Wan Shi Tong can then fly up to half its flying speed without invoking attacks of opportunity.

Cast Spell (Costs 3 Actions). Wan Shi Tong can cast a spell.
