Calculating. Estavans AC includes his intelligence modifier.
Power of Authority. Estavan targets a creature he can see within 60 feet of himself. The target must succeed on a DC 16 Intelligence saving throw or take 10 (3d6) psychic damage and have the incapacitated condition for 1 minute. At the end of each of the target’s turns, it can repeat the saving throw, ending the incapacitated condition on itself on a success. A target that succeeds on the saving throw becomes immune to Estavans Power of Authority for 24 hours.

Description
Estavan is an ogre mage, working in the Planar Trade Consortium (PTC) in Sigils Clerks Ward; arranging trades and selling items to people through his connections.
His influence can be felt throughout the Gatetown of Tradegate, his power even creeping predator-ly into Bytopia, in the town of Yeoman.
He is constantly trying to court Zadara, seemingly in hopes of controlling more of Sigils markets.
He is NEVER seen in sigil openly, only ever in his second-story office in Clerks Ward. But rumor is that he has a portal to Gatetown and Yeoman, which he uses, with his spell polymorph to be around it.
