Dustwoman. Any Undead creature cannot attack Qaida of their own volition.
Shadowy Form. Whenever Qaida is fully in darkness or dim light, she becomes semi-incorporeal and gains resistance to bludgeoning, piercing, and slashing damage. If Qaida takes radiant damage, her Shadowy Form trait is suppressed for 1 hour.
Multiattack. Qaida makes two Flametongue Scythe attacks, and casts one spell she has available.
Flametongue Scythe. Melee Weapon Attack: +4 to hit, reach 10 ft., one target. Hit: 7 (1d10 + 2) slashing damage, plus 3 (1d6) fire damage.
Spellcasting. Qaida casts one of the following spells. Her spellcasting ability is Wisdom (spell save DC 13):

Description
Qaida is an assimar raised on the Grey Wastes of Hades, and a devout worshiper of Arawn, Celtic god of death.
She is a member of the Heralds of Dust, but believes Skall is too soft of a leader. She is slowly planning to have him disposed, as she slowly makes powerful connections both in and out of sigil, buying corpses and selling information to those she can. Her hope is to have a new era of Dusters, who all worship her god.
