Bite. Melee Weapon Attack: +6 to hit, reach 5ft., one target. Hit: 9 (1d12 + 3) piercing damage. 

Water Pulse. Ranged Spell Attack: +8 to hit, range 60ft., one target. Hit: 7 (2d6 + 5) cold damage. On a hit, target must succeed on a DC 15 wisdom saving throw, or be forced to use its reaction to make a melee attack against a random creature within range. 

Withdraw. Wartortle becomes resistant to bludgeoning, piercing, and slashing damage for 1 minute. 

Rain Dance. Wartortle call upon the clouds, causing water to fall in the form of rain in a 60 ft cube around Wartortle for 1 minute, extinguishing exposed flames. This effect ends if Wartortle becomes unconscious.
