Torrent. When a Wartortle has fewer than half of it's hit points remaining, its attacks deal an extra 2d4 cold damage.
Multiattack. Wartortle makes two attacks.
Bite. Melee Weapon Attack: +8 to hit, reach 5ft., one target. Hit: 9 (1d12 + 4) piercing damage.
Water Pulse. Ranged Spell Attack: +10 to hit, range 60ft., one target. Hit: 7 (2d6 + 6) cold damage. On a hit, target must succeed on a DC 15 wisdom saving throw, or be forced to use its reaction to make a melee attack against a random creature within range.
Rain Dance. Wartortle call upon the clouds, causing water to fall in the form of rain in a 60 ft cube around Wartortle for 1 minute, extinguishing exposed flames. This effect ends if Wartortle becomes unconscious.
Hydropump. (Recharge 6). Wartortle exhales icy water in a 40 ft line that is 5 ft wide. Each creature in that line must make a DC 17 dexterity saving throw, taking 20 (5d8) cold damage on a failed save, or half as much damage on a successful one.
