Special Equpiment. Zadara weilds the Maul of the Titans, a +3 maul that does an extra 4d8 lightning damage.
Innate Spellcasting. Zadara's innate spellcasting ability is Charisma (spell save DC 23, +15 to hit with spell attacks). She can innately cast the following spells, requiring no material components:
At will: greater restoration, pass without trace, water breathing, water walk
1/day each: commune, dispel evil and good, earthquake, fire storm, plane shift (self only)
Legendary Resistance (3/Day). If Zadara fails a saving throw, she can choose to succeed instead.
Magic Resistance. Zadara has advantage on saving throws against spells and other magical effects.
Magic Weapons. Zadara's weapon attacks are magical.
Titan of Potential. Zadara can sense the potential of anyone she looks at. What they can and will do, and how that can benefit or hinder her.
Maul of The Titans. Melee Weapon Attack: +20 to hit, reach 10 ft., one target. Hit: 31 (6d6 + 10) bludgeoning damage, and 16 (4d8) lightning damage. This damage cannot be reduced in any way. If the target is a creature, it must succeed on a DC 15 Constitution saving throw or be stunned until the end of the empyrean’s next turn.
Bolt. Ranged Spell Attack: +15 to hit, range 600 ft., one target. Hit: 24 (7d6) damage of one of the following types (empyrean’s choice): acid, cold, fire, force, lightning, radiant, or thunder.
Spellcasting. Zadara casts one of the following spells, using Wisdom as the spellcasting ability (spell save DC 20, +14 to hit with spell attacks):
At will: Guidance, sacred flame, invisibility, light, mage hand, message, prestidigitation, word of radiance
3/day each: dispel magic, polymorph, freedom of movement, raise dead, harm, hold monster, remove curse
1/day each: summon celestial, telekinesis, teleport, gate, eyebite
Zadara can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature’s turn. Zadara regains spent legendary actions at the start of her turn.
Attack. Zadara makes one attack.
Bolster. Zadara bolsters all nonhostile creatures within 120 feet of her until the end of her next turn. Bolstered creatures can’t be charmed or frightened, and they gain advantage on ability checks and saving throws until the end of Zadara's next turn.
Trembling Strike (Costs 2 Actions). Zadara strikes the ground with her maul, triggering an earth tremor. All other creatures on the ground within 60 feet of her must succeed on a DC 25 Strength saving throw or be knocked prone.
Description
Zadara is a lesser Titan; a being directly related to THE Titans of greek myth, locked away in Carceri by the Greek Gods.
Zadara left Arborea for the prime material world, taking with her the Maul of The Titans, which has one of Zeus' lightning bolts infused with it. While in the Prime Material, she found a magic-less world of Rublia. While there, she made them belive she was a diety, using her heritage and magic abilities to sell this half-lie.
This was a good set up... for a while, but as SHE was a god and real to these people, that increased belief in the OTHER gods as well, so much so, that they became real too! The god Skeatirm, a Zeus/Odin/Ao-like figure in the pantheon, hated that a pretender was getting worship when HE could have such a following, and chased her out.
Zadara went to the place no diety could go, Sigil, unable to leave from fear of being attacked by Skeatirm, and thus, has decided to make the most of it~
Most see Zadara as a buisness oriented rich lady who runs a good amount of Sigil, and while this is partially true, this only scratches the surface of her true intentions!
She is a patron, and is known to loan out power and wealth to people who she thinks will be able to repay her later on (and she is capable of doing such, as she is a Titan representing Potential). She works heavily with plenty of people, including Rowan Darkwood, Factol of The Fated, and Djhek'nlarr, a Gith that makes maps of the mazes. She has a DEEP rivalry with Shemeshka, and finds her deplorable.
She can be mostly seen in her own estate, in the Ladys Ward, guarded by fallen Archons on her payroll. She is open to some visitors, but not many, and the guards must be convinced they are worth her time, and dont have malicious intent.
She is part of a Minor faction as well, the Merkhants. Essentially, 'The Misers' are a cabal of Sigils rich business people who work together to ensure they all keep making good money. Supposedly they were formed when a bunch of devils tried to take over planar trading, to help with the blood war, but the wealthiest in the planes (as well as the Yugoloths, suppossedly) were able to stop this by working together. They realised that sometimes working together helps, so they formed this minor faction; it doesnt stop them from cheating each other out of things, but it HAS kept them overall civil.
The Merkhants current leader is a man named Tarin Golthax, a mage who is almost without doubt the richest human alive. He is exact worth is not known, but his rivals recently learned that he is responsible for almost 90% of the trade in sigil for the Devils special Green-Steel, which makes him ABSURDLY rich without doubt.
The Merhhants dont have a headquarters in Sigil, instead, they have an estate in Tradegate that they go to every few years to discuss plans for the future and dealings between them all.
If your Party wants to make Zadara a Group Patron, they can! She would fall under the Aristocrat example patron in Tashas Guide.
