Legendary Resistance (3/Day). If the dragon fails a saving throw, it can choose to succeed instead.
Unusual Nature. The dragon doesn't require air.
Limited Precognition. The dragon sees the lines of fate weaving through existence. It adds its intelligence modifier to its armor class, and it has advantage on Dexterity saving throws.
Multiattack. The dragon can use Spellcasting. It then makes three attacks: one with its beak and two with its talons.
Beak. Melee Weapon Attack: +10 to hit, reach 10 ft., one target. Hit: 15 (2d10 + 4) piercing damage plus 7 (2d6) radiant damage.
Talon. Melee Weapon Attack: +10 to hit, reach 10 ft., one target. Hit: 15 (2d6 + 4) slashing damage.
Breath Weapons (Recharge 5–6). The dragon uses one of the following breath weapons.
Moonlight Breath. The dragon exhales a beam of moonlight in a 90-foot line that is 5 feet wide. Each creature in that area must make a DC 21 Constitution saving throw, taking 66 (12d10) radiant damage on a failed save, or half as much damage on a successful one.
Stunning Revelation. The dragon's scales shift and overlap, creating a tapestry of glowing runes. Each creature in a 60-foot radius that can see the dragon must make a DC 21 Intelligence saving throw or take 33 (6d10) psychic damage and become stunned for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.
Spellcasting (Psionics). The dragon casts one of the following spells, requiring no spell components and using Intelligence as the spellcasting ability (spell save DC 19):
At will: dancing lights, guidance
1/day each: command, divination, greater restoration, hypnotic pattern, invisibility
Change Shape. The dragon magically transforms into any creature that is Medium or Small, while retaining its game statistics (other than its size). This transformation ends if the dragon is reduced to 0 hit points or uses a bonus action to end it.
Psychic Step. The dragon magically teleports to an unoccupied space it can see within 60 feet of it.
Seal Fate. The dragon can impose advantage or disadvantage on an attack roll, ability check or saving throw that it can see. It can use this ability after the creature rolls, but before the result has been determined.
