Multiattack. The storm priest makes two Maul attacks, and it uses call lightning. They can replace any number of maul attacks with an at will spell. 

Maul. Melee Weapon Attack: +7 to hit, reach 5 ft., one target. Hit: 10 (2d6 + 3) bludgeoning damage plus 10 (3d6) lightning damage.

Call lightning. The storm priest targets one creature it can see within 60 feet of it. The target and each creature within 5 ft must make a DC 15 dexterity saving throw. On a failed save, the target takes 15 (3d10) lightning damage. On a successful save, the target takes half as much damage.

Lightning Breath (Recharge 5–6). The storm priest exhales lightning in a 60- foot line that is 5 feet wide. Each creature in that line must make a DC 15 Dexterity saving throw, taking 55 (10d10) lightning damage on a failed save, or half as much damage on a successful one.

Spellcasting. The war priest casts one of the following spells, using Wisdom as the spellcasting ability (spell save DC 15):

At will: gust, lightning lure(4d8), spare the dying, thaumaturgy

1/day each: dispel magic, destructive wave, lesser restorationwarding wind

Breath of life (2/Day). The war priest or one creature of its choice within 60 feet of it regains 12 (2d8 + 3) hit points and they can use their reaction to stand up from being prone. This can return a creature that has died in the last minute to life similar to revivify

 

Description

In combat the storm priest starts by using it's breath weapon to decimate approaching foes before swooping in to attack with it's maul and call lightning. When surrounded it uses it uses it's destructive wave to fend off crowds.

Unless surprised it starts combat  flying and protecting itself from ranged attacks using warding wind if it can. 

Outside of combat the storm cleric is a prepared caster with access to  the cleric spell list. It can cast any non combat cleric spell up to up to 3 times a day. Including revivify, lesser restoration and prayer of healing
