Mount. If the specter isn't mounted, it can use a bonus action to magically teleport onto its lesser gloamwing mount, provided the specter and the lesser gloamwing are on the same plane of existence. When it teleports, the specter appears astride the lesser gloamwing along with any equipment it is wearing or carrying. While mounted and not incapacitated, the specter can't be surprised, and both it and its mount gain advantage on Dexterity saving throws.
Multiattack. The specter makes two glaive attacks.
Scythe. Melee Weapon Attack: +6 to hit, reach 10 ft., one target. Hit: 10 (2d6 + 3) slashing damage + 9 (2d8) psychic damage + 4 (1d8) cold damage.
Whispering Keen (Recharge 4-6). The specter unleashes a swath of hideous whispers and screeches around it. Each non-Undead within 120 feet of the specter that can hear it must succeed on a DC 15 Constitution saving throw or have disadvantage on Wisdom and Constitution saving throws until the end of the specter's next turn.
Cryogenic Twist (Recharge 5-6). The specter magically emits psychic energy in a 45-foot cone. Each creature in that area must succeed on a DC 15 Wisdom saving throw or take 17 (5d6) psychic damage + 7 (2d6) cold damage and be stunned for 1 minute. The stunned creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.
Blizzard-Bolt. Melee Weapon Attack: +7 to hit, range 80 ft., one target. Hit: 13 (2d8 + 4) cold damage and the target must succeed on a DC 14 Strength saving throw or be knocked prone.
Description
Blizzard specters are the coldest of specters, both literally and figuratively. They are made from the souls of saddened archons who locked themselves off from the rest of their kind, and did not die in peace in the process. Because of this, they constantly lightly whisper of the secrets and promises they failed to keep, and make themselves at home in desolate ruins of ancient knowledge, such as a ancient library. While their, the specter's corrupting presence causes the remaining objects that hold information to begin to freeze over unnaturally, distorting the written words through the eldritch ice.
Blazing specters often ride on somewhat birdlike lesser gloamwings that have icy abilities. These gloamwings have the exact same stat block as a lesser gloamwing except they have a +1 bonus to all attack rolls, resistance to cold damage, and their melee attacks deal an additional 3 (1d6) cold damage.
