Legendary Resistance (3/Day). If the dragon fails a saving throw, it can choose to succeed instead.
Ice Walk. The dragon can move across and climb icy surfaces without needing to make an ability check. Additionally, difficult terrain composed of ice or snow doesn't cost it extra movement.
Snow Vision. The dragon can see in dim light within 120 feet of itself as if it were bright light, and in darkness as if it were dim light. It can't discern color in darkness, only shades of gray.
Multiattack. The dragon can use its Frightful Presence. It then makes three attacks: one with its bite and two with its claws.
Bite. Melee Weapon Attack: +14 to hit, reach 15 ft., one target. Hit: 19 (2d10 + 8) piercing damage plus 9 (2d8) cold damage.
Claw. Melee Weapon Attack: +14 to hit, reach 10 ft., one target. Hit: 15 (2d6 + 8) slashing damage.
Tail. Melee Weapon Attack: +14 to hit, reach 20 ft., one target. Hit: 17 (2d8 + 8) bludgeoning damage.
Frightful Presence. Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 16 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for the next 24 hours.
Cold Breath (Recharge 5–6). The dragon exhales an icy blast in a 90-foot cone. Each creature in that area must make a DC 20 Constitution saving throw, taking 72 (13d8) cold damage on a failed save, or half as much damage on a successful one.
Glacial Roar. The dragon releases a chilling roar that reverberates through the air. All creatures of its choice within 30 feet must make a DC 18 Constitution saving throw or have their movement speed halved until the start of the dragon's next turn as they are briefly encased in frost. Additionally, creatures that fail the saving throw have disadvantage on Dexterity saving throws until the start of the dragon's next turn.
The dragon can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The dragon regains spent legendary actions at the start of its turn.
Detect. The dragon makes a Wisdom (Perception) check.
Tail Attack. The dragon makes a tail attack.
Wing Attack (Costs 2 Actions). The dragon beats its wings. Each creature within 15 feet of the dragon must succeed on a DC 22 Dexterity saving throw or take 15 (2d6 + 8) bludgeoning damage and be knocked prone. The dragon can then fly up to half its flying speed.
Lair and Lair Actions
Avalanthea's Frostheart Sanctum
Located atop a glacial tower, Avalanthea's Frostheart Sanctum is a frozen citadel that echoes with the power of the ancient white dragon. The temperature drops drastically upon entering, and the air is thick with the biting cold of eternal winter.
Lair Traits:

Icy Crystals: The walls of the tower are lined with enormous, radiant ice crystals that refract and amplify the light, creating an otherworldly ambiance.

Frostfall Drifts: Small, enchanted snowflakes perpetually fall within the sanctum, creating an ever-present gentle snowfall. These magical snowflakes are harmless but can carry the subtle magic of the lair, affecting the minds and perceptions of intruders.

Boreal Resonance: The air within the sanctum resonates with the primal power of the arctic. Creatures that are not attuned to the cold (including intruders) have disadvantage on saving throws against Avalanthea's cold-based attacks while within the lair.
Lair Actions:
On initiative count 20 (losing initiative ties), Avalanthea can take a lair action to cause one of the following effects:

Frostbound Barrier: A shimmering barrier of frost materializes, granting Avalanthea half cover until the start of her next turn. Any ranged attacks made through this barrier have disadvantage.

Snowdrift Surge: A magical snowdrift forms in a 20-foot radius within the lair. Creatures in that area must make a DC 18 Strength saving throw or be restrained until the start of their next turn as they become entangled in the magical snow.

Frostpulse Nova: An intense pulse of freezing energy radiates from Avalanthea, covering a 30-foot radius. Creatures in that area must make a DC 18 Constitution saving throw, taking 27 (6d8) cold damage on a failed save, or half as much on a successful one.
Regional Effects:
The region containing Avalanthea's lair is twisted by her powerful presence, creating the following effects:

Eternal Frost: Within a 5-mile radius of the lair, the temperature drops drastically, causing the land to be covered in a perpetual layer of frost and snow. Normal plants struggle to survive, and bodies of water freeze over.

Glacial Whispers: Strange, melodic whispers echo through the air, carrying the essence of the Frostbrood ice. Those who listen closely might catch fragments of ancient tales or cryptic messages.

Frozen Echoes: Sounds within 2 miles of the lair are distorted, creating eerie echoes that mimic and amplify mundane noises, making it challenging to discern the origin of sounds.
If Avalanthea is slain, these regional effects fade over the next ten days.
