Legendary Resistance (3/day). If the Admiral fails on a saving throw, he can choose to succeed instead.

Transformative Limbs. Each of Admiral Stehl's limbs can become any melee weapon he desires. As a bonus action, he can change the properties of a weaponized limb, transform a weaponized limb into a chain fist, or transform a chain fist into a weaponized arm. He can alter each arm independently. If he chooses to change the properties of his weaponized arm, he must determine the weapon's damage (bludgeoning, piercing, or slashing), and reach (5 feet or 20 feet). His weaponized arm changes appearance to match its abilities. His limbs are considered magical.

Actions

Multiattack. Admiral Stehl makes three attacks as long as he has at least one free hand.

Weaponized Limb. Melee Weapon Attack: +7 to hit, reach 5 ft. or 20 ft., one target. Hit: 20 (3d10 + 4) bludgeoning, piercing, or slashing damage.

Chain Fist. Ranged Weapon Attack: +7 to hit, range 20/30 ft., one target. Hit: 17 (3d8 + 4) bludgeoning or piercing damage plus the target is grappled if it is Large size or smaller. Each chain fist can grapple one target.

Manipulative Grasp. As a free action at the start of Admiral Stehl's turn, he may perform one of the following actions against each creature he has grappled with a chain fist: drag the creature 25 ft. closer, move the creature 10 ft. in any direction, force the creature prone, or deal 8 (1d8+ 4) bludgeoning.

Description

Admiral Temuzin Stehl (pronounced "steel") commands the entire Blackrift armada from aboard the warship the Axe of Kragwal. A battle-hardened, merciless man of unflinching resolve, he’s determined to seize the Living Star for his liege, even if he has to battle his way through Hell - or sail off the edge of the world. Admiral Stehl rose through Blackrift’s naval ranks through hard work, fearlessness, and unwavering belief in the superiority of his nation and king. Brutal and calculating, he’s willing to sacrifice himself and others to accomplish his goals. Accentuating his natural capabilities is his position as a vonskaar (see pg. 26)- an elite Blacrkift warrior with the ability to magically transform his body into weaponry. Stehl is known to keep a pack of trained sea devils (see pg. 34) close at hand to protect his interests and intimidate his enemies.
