Cosmic Aura. The Astral Arbiter emits an aura that extends 15 feet from it, suppressing any magical darkness and causing creatures within the aura to have disadvantage on Charisma saving throws.
Ethereal Presence. The Astral Arbiter can move through other creatures and objects as if they were difficult terrain. It takes 5 (1d10) force damage if it ends its turn inside an object.
Innate Spellcasting. The Astral Arbiter's innate spellcasting ability is Wisdom (spell save DC 17). It can innately cast the following spells, requiring no material components:
- At will: detect magic, mage hand, message
- 3/day each: dispel magic, counterspell, telekinesis
- 1/day: plane shift
Astral Gaze. The Astral Arbiter's gaze pierces through illusions and reveals hidden truths. It can see through magical darkness, and it has advantage on saving throws against illusions.
Teleport. The Astral Arbiter magically teleports, along with any equipment it is wearing or carrying, up to 60 feet to an unoccupied space it can see.
Divine Judgment (Recharge 6). The Astral Arbiter releases a burst of celestial energy in a 30-foot radius. Each creature in that area must make a DC 17 Wisdom saving throw, taking 36 (8d8) radiant damage on a failed save, or half as much on a successful one. Additionally, creatures that fail the saving throw are stunned until the end of their next turn.
Celestial Staff. Melee Weapon Attack: +8 to hit, reach 5 ft., one target. Hit: 11 (1d8 + 4) bludgeoning damage plus 14 (4d6) radiant damage.
Cosmic Judgment. The Astral Arbiter targets one creature it can see within 60 feet of it. The target must make a DC 17 Wisdom saving throw. On a failed save, the target takes 22 (4d10) psychic damage and is paralyzed for 1 minute. The target can repeat the saving throw at the end of each of its turns, ending the effect on a success.
