Unending Breath. Vandomar can hold his breath indefinitely while he is not incapacitated.
Spellcasting. Vandomar is an 8th-level spellcaster. His spellcasting ability is Intelligence (spell save DC 18, +10 to hit with spell attacks). Vandomar has the following spells prepared:
(At will): Light, Mage Hand, Message, Prestidigitation, Shocking Grasp, Feather Fall, Levitate.
2 / Day Each: Arcane Eye, Augury, Detect Magic, Detect Thoughts, Fly, Gust of Wind, Identify, Lightning Bolt, Locate Object, Mage Armor, Thunderwave.
1 / Day Each: Tongues, Thunder Step, True Seeing.
Multiattack. Vandomar makes three Arcane Burst attacks.
Arcane Burst. Melee or Ranged Spell Attack: +8 to hit, reach 5 ft. or range 120 ft., one target. Hit: (3d10 + 5) radiant damage.
Overwhelming Revelation (Recharge 5-6). Vandomar magically creates a burst of illumination in a 10-foot-radius sphere centered on a point within 120 feet of himself. Each creature in that area must make a DC 18 Wisdom saving throw. On a failed save, a creature takes (10d8) psychic damage and is Stunned until the end of Vandomar's next turn. On a successful save, the damage is halved and the creature is not Stunned.
Counterspell (3/Day). Vandomar may attempt to interrupt a creature in the process of casting a spell. If the creature is casting the spell at 3rd level or lower, its spell fails and has no effect. If it is a casting of a spell 4th level or higher, he makes an ability check using his spellcasting ability (DC = 10 + the spell level). On a success, the creature's spell has no effect.
Portent (3/Day). When Vandomar or a creature he can see makes an attack roll, a saving throw, or an ability check, he rolls a d20 and chooses whether to use that roll in place of the d20 rolled for the attack roll, saving throw, or ability check.
