Fey Ancestry. Madam Celestia has advantage on saving throws she makes to avoid or end the charmed condition on herself.

Fortune Teller. Madame Celestia can spend 10 minutes with her notes and star charts to tell a creature its fortune if she knows the location and time of its birth. When she does so roll (3d4 + 8), that creature can record the result. Until the end of that creature’s next long rest it can use the recorded number instead of rolling a d20 for any one attack roll, ability check, or saving throw it makes. Madam Celestia can only use this trait on any given creature once, and cannot use it for that creature again until she finishes her next long rest.

Fury of the Small (4/Day). Once per turn when Madam Celestia damages a larger creature with an attack or a spell she can cause the attack or spell to deal 4 extra damage to that creature.

Actions

Multiattack. Madam Celestia makes three Arcane Burst attacks.

Arcane Burst. Melee or Ranged Spell Attack: +8 to hit, reach 5 ft. or range 120 ft., one target. Hit: 20 (3d10 + 4) radiant damage.

Overwhelming Revelation (Recharge 5–6). Madam Celestia magically creates a burst of illumination in a 10-foot-radius sphere centered on a point within 120 feet of her. Each creature in that area must make a DC 16 Wisdom saving throw. On a failed save, a creature takes 45 (10d8) psychic damage and is stunned until the end of Madam Celestia’s next turn. On a successful save, the creature takes half as much damage and isn’t stunned.

Spellcasting. Madam Celestia casts one of the following spells, using Intelligence as the spellcasting ability (spell save DC 16):

At will: guidance, light, mage hand, message, prestidigitation

2/day each: arcane eye, detect magic, detect thoughts, hypnotic pattern, locate object, mage armor, Rary’s telepathic bond, spirit guardians 13 (3d8)

Portent (4/Day). When Madam Celestia or a creature she can see makes an attack roll, a saving throw, or an ability check, Madam Celestia rolls a d20 and chooses whether to use that roll in place of the d20 rolled for the attack roll, saving throw, or ability check.

Description

Madam Celestia is an eccentric goblin matron who can peer into the future and read your fortune based on your star chart. She has set up shop in the town’s wealthier district because she knows that knowledge is power people are willing to pay for, and pay handsomely too. She is pleasant and cheerful, yet acts aloof and mysterious, hinting at omens and secrets. However, once her fee has been paid she gets right down to business.

If you can tell Madam Celestia when and where you were born, and are willing to pay her 10 sp fee, Madam Celestia will check her star charts, consult her crystal ball, and read your fortune. But you’d better bring silver, never gold, as Madam Celestia only trades in silver. She says it’s the only metal “suitable under starlight,” whatever that means. Regardless of her peculiarities, people from all over come to have Madam Celestia read their stars. The poor save up to procure her services, and the wealthy can often be seen coming and going from her shop as often as a few times per week.

Madam Celestia is an elderly gobliness of great taste. She wears fine robes of the deepest purples, and her fingers are all but encrusted with rings of silver and precious stones of varying hues of purple or violet. She wears a patch over her left eye, some saying she removed it herself, the better to “see” with. She is also constantly chewing a piece of licorice root that has permanently stained her sharp teeth. She carries no visible weapons, but clearly worries not about being attacked. After all, who would dare attack someone who already knows you’re coming and how to it will turn out?
