Legendary Resistance (3/Day). If Blizzinglight fails a saving throw, he can choose to succeed instead.

Actions

Multiattack. Blizzinglight can use his Frightful Presence. He then makes three attacks: one with his bite and two with his claws.

Bite. Melee Weapon Attack: +13 to hit, reach 10 ft., one target. Hit: 14 (2d10 + 8) piercing damage plus 10 (2d10) lightning damage.

Claw. Melee Weapon Attack: +13 to hit, reach 5 ft., one target. Hit: 12 (2d8 + 8) slashing damage.

Tail. Melee Weapon Attack: +13 to hit, reach 15 ft., one target. Hit: 13 (3d6 + 8) bludgeoning damage, if a large or smaller creature is hit by the tail, it makes a DC 17 Dexterity Save or be knocked prone.

Frightful Presence. Each creature of Blizzinglight's choice that is within 120 feet of Blizzinglight and aware of him must succeed on a DC 17 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to Blizzinglight Frightful Presence for the next 24 hours.

Lightning Breath (Recharge 5–6). Blizzinglight exhales lightning in a 90-foot line that is 5 feet wide. Each creature in that line must make a DC 19 Dexterity saving throw, taking 66 (12d10) lightning damage, and cannot take reactions on a failed save, or half as much damage on a successful one.

Legendary Actions

Blizzinglight can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. Blizzinglight regains spent legendary actions at the start of his turn.

Detect. Blizzinglight makes a Wisdom (Perception) check.

Tail Attack. Blizzinglight makes a tail attack.

Wing Attack (Costs 2 Actions). Blizzinglight beats his wings. Each creature within 10 feet of Blizzinglight must succeed on a DC 20 Dexterity saving throw or take 14 (2d6 + 8) bludgeoning damage and be knocked prone. Blizzinglight can then fly up to half his flying speed.

The Raging Storm (Costs 3 Actions). Blizzinglight uses his lightning magic to use the lightning storm to hit targets that are within 120 feet from Blizzinglight. Creatures within 120 feet of Blizzinglight make a luck check (Roll a d20 without any modifiers) if the creature gets an 11 or higher, nothing happens, if the creature rolls a 10 or lower the creature takes 15(3d10) lightning damage as lightning strikes the target. If the lightning hits Blizzinglight, he regains 15(3d10) Hit Points. All of this repeats per creature's turn.

Description

Blizzinglight is a 26-foot-tall Adult Blue Dragon with a unique ability to make the surrounding lightning storm that seems to have lightning strike his enemies. Blizzinglight has many similarities to other Blue Dragons, but the horn on his nose seems to have gotten chipped many times.

Blizzinglight lives deep in a desert, but a raging lightning Storm surrounds Blizzinglight's lair. In the storm, two corrupted storm giants wander the storm and will kill any trespassers that enter Blizzinglight's storm.

Lair and Lair Actions

Lair Actions

On initiative count 20 (losing initiative ties), Blizzinglight takes a lair action to cause one of the following effects; Blizzinglight can’t use the same effect two rounds in a row:

  • Part of the ceiling collapses above one creature that Blizziglight can see within 120 feet of him. The creature must succeed on a DC 15 Dexterity saving throw or take 10 (3d6) bludgeoning damage and be knocked prone and buried. The buried target is restrained and unable to breathe or stand up. A creature can take action to make a DC 10 Strength check, ending the buried state on a success.
  • A cloud of sand swirls about in a 20-foot-radius sphere centered on a point Blizzinglight can see within 120 feet of him. The cloud spreads around corners. Each creature in the cloud must succeed on a DC 15 Constitution saving throw or be blinded for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.
  • Lightning arcs, form a 5-foot-wide line between two of the lair’s solid surfaces that Blizzinglight can see. They must be within 120 feet of Blizzinglight and 120 feet of each other. Each creature in that line must succeed on a DC 15 Dexterity saving throw or take 10 (3d6) lightning damage.
  • Blizzinglight roars as one of the three creatures is summoned by Blizzinglight by a lightning strike;

Roll a d6

(1-2 Summons a Lightning Elemental)

(3-4 Summons a Dust Devil)

(5-6 Summons a Storm Giant [Aliment Chaotic Evil])

Whatever Blizzinglight summons, the summoned creature helps Blizzinglight.

Regional Effects

The region containing Blizzinglight's lair is warped by the Blizzinglight's magic, which creates one or more of the following effects:

  • Thunderstorms rage within 6 miles of the lair.
  • Dust devils scour the land within 6 miles of the lair. A dust devil has the statistics of an air elemental, but it can’t fly, has a speed of 50 feet, and has an Intelligence and Charisma of 1 (−5).
  • Hidden sinkholes form in and around Blizzinglight's lair. A sinkhole can be spotted from a safe distance with a successful DC 20 Wisdom (Perception) check. Otherwise, the first creature to step on the thin crust covering the sinkhole must succeed on a DC 15 Dexterity saving throw or fall 1d6× 10 feet into the sinkhole.

If Blizzinglight dies, the dust devils disappear immediately, and the thunderstorms abate within 1d10 days. Any sinkholes remain where they are. The Storm Giants will no longer be Corrupted and leave the Lair/Desert.
