Icy weaponry.  Using its control of ice, the Officer can create imitations of various weapons or a shield as a bonus action on its turn.  These can include a Longsword, greatsword, maul, and javelin or up to two shortswords, or spears.  The Officer has +6 to hit with anything it summons, and adds its strength bonus to all damage rolls with them.

Grasping Tendrils. The Officer can, as an action, extend its hand, and direct a ranged attack roll towards a target within 60 ft of it, with +6 to hit.  Upon a hit, the target must make a DC 14 Strength saving throw, taking 3.5 (1d6) damage and becoming grappled on a failed save, or half that damage and remaining free on a successful one.


 

Special Actions (Recharge 5–6).  The Officer uses one of the following special actions:

Icy Blast.  The Officer spend one round gathering the moisture in the air around itself, effectively casting Fog Cloud on itself.  Beginning of its next turn, assuming its concentration remains unbroken, it can take an action to unleash that moisture as an attack, each creature aside from the Officer must make a DC 20 Strength Saving throw, taking 14 (3d8) cold damage on a failed save, or half as much damage on a successful one.  If it fails, it is knocked back and takes 10 (2d10) bludgeoning damage, and is thrown up to 60 ft away from the center of the fog cloud.  Once this feature is used, it cannot be used again until the next dawn.

Note: Telegraph the danger of this ability, ensure the players realize there is a danger involved in remaining in the cloud beyond just obscured vision.

Cold Breath. The Officer exhales an icy blast in a 90-foot cone. Each creature in that area must make a DC 14 Constitution saving throw, taking 9 (2d8) cold damage on a failed save, or half as much damage on a successful one.

Weathering Breath. The dragon exhales paralyzing gas in a 90-foot cone. Each creature in that area must succeed on a DC 14 Constitution saving throw or take one level of exhaustion.

Reactions

If the Officer ends its turn with nothing it its hands, it can use its reaction to create a shield of ice as a reaction to a melee or ranged attack roll against it.
