Beguiling Tongue. The Blighted Despot functions as if under the tongues spell, and is able to communicate with any creature in its native language.
Corrupting Touch. The Blighted Despot makes a melee spell attack at a +7 to hit and a each of 5 feet. If the attack hits, the target takes 17 (3d8+4) necrotic damage and has disadvantage on all attack rolls and saving throws until the end of its next turn.
Arc Lightning. The Blighted Despot makes a ranged spell attack at a +7 to hit against one target within 120 feet. If the attack hits, the target takes 18(4d8) lightning damage and may take no reactions until the start of the targets next turn. In addition, the lightning arcs to the closest creature to the target, dealing 9(2d8) lightning damage to that creature.
Lightning Leap. The Blighted Despot teleports up to 60 feet. Creatures adjacent to the point the Despot teleports from or arrives in must make a dexterity saving through (DC 15) or take 13 (3d8) lightning damage. A successful save halves the damage.
Lightning Retort. If the Blighted Despot is damaged, it may use its reaction to have lightning leap from the Blighted Despot to the attacker, dealing 18 (4d8) lightning damage.
Description
The Blighted Despot is a hunched, cloaked figure with bandages wrapped over withered, blackened skin. It offers guidance to easily lead creatures, offering to serve them until it is ready to reveal its true, terrible form.
In this initial form, it prefers to function as an advisor to any creature that leads others. If this is not available, it will surround itself with the undead as shock troops as it prefers to use its lightning powers from afar.
If reduced to 0 hit points, the Blighted Despots body turns to ash, leaving its cloak behind. Any time up to an hour later it will rise in its true form to seek revenge. (See the Blighted Despot, Form 2).
