Legendary Resistance (3/Day). If the dragon fails a saving throw, it can choose to succeed instead.

Actions

Bite. Melee Weapon Attack: +17 to hit, reach 15 ft., one target. Hit: 21 (2d10 + 10) piercing damage.

Tail. Melee Weapon Attack: +17 to hit, reach 20 ft., one target. Hit: 19 (2d8 + 10) bludgeoning damage.

Breath Weapons (Recharge 5–6). Arikari uses one of the following breath weapons.

Tornado Breath. Arikari exhales a windy blast in a 90-foot cone. Each creature in that area must make a DC 24 Constitution saving throw, taking 67 (15d8) wind damage on a failed save, or half as much damage on a successful one.

Sonic Scream. Arikari screeches loudly, almost deafening players. Each creature in that area must succeed on a DC 24 Constitution saving throw or be Deafened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.

Legendary Actions

The dragon can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The dragon regains spent legendary actions at the start of its turn.

Detect. The dragon makes a Wisdom (Perception) check.

Wing Attack (Costs 2 Actions). The dragon beats its wings. Each creature within 15 feet of the dragon must succeed on a DC 25 Dexterity saving throw or take 17 (2d6 + 10) bludgeoning damage and be knocked prone. The dragon can then fly up to half its flying speed.

Description

Arikari is the Wind serpent, and the god of Wind and Storms. Arikari is the most rare god you will encounter. To find her, you must climb a mountain, and call an incantation, and then, and only then will Arikari reveal herself to you, so that you may speak what you want. But if you anger her in any way, she will either fly away, or just kill you on the spot.

Lair and Lair Actions

Arikari's Lair

Arikari dwells among the clouds, making her lair on the secluded cold mountain peak. Though, there are comfortable in natural cavern complexes in the mountain, she prefers to fly freely around her territory, and rarely fly out of her territory , but when she does, she is high above the clouds where beings can't see and attack her.

Lair Actions

On initiative count 20 (losing initiative ties), the dragon takes a lair action to cause one of the following effects:

  • The dragon creates fog as if it had cast the fog cloud spell. The fog lasts until initiative count 20 on the next round.
  • A blisteringly cold wind blows through the lair near the dragon. Each creature within 120 feet of the dragon must succeed on a DC 15 Constitution saving throw or take 5 (1d10) cold damage. Gases and vapors are dispersed by the wind, and unprotected flames are extinguished. Protected flames, such as lanterns, have a 50 percent chance of being extinguished.

Regional Effects

The region containing a legendary silver dragon’s lair is warped by the dragon’s magic, which creates one or more of the following effects.

  • Once per day, the dragon can alter the weather in a 6-mile radius centered on its lair. The dragon doesn’t need to be outdoors; otherwise the effect is identical to the control weather spell.
  • Within 1 mile of the lair, winds buoy non-evil creatures that fall due to no act of the dragon’s or its allies. Such creatures descend at a rate of 60 feet per round and take no falling damage.
  • Given days or longer to work, the dragon can make clouds and fog within its lair as solid as stone, forming structures and other objects as it wishes.

If Arikari dies, winds and storms rage on, without control or direction.
