A city through planes. The whale can travel through planes and the city in it's back follows, when attackers starts engage the whale or it's city, it goes to Ethreal plane and then to another one.
Whale's Rain. The whale uses it blowhole to squirt water, the water don't affect the city in its back, but below the whale an area of 1 miles radius centered in the whale suffers from heavy rain destroying almost everything and causing 100 of piercing damage on creatures.
Description
This whale it's so ancient as the world, a back in time the skies was full of them, but they start to disapper, in reality they started to spread through planes, on each one of them a city was built and expanded, because of it's passes through multiples planes, it's citizens are the most diverse as possible, there are more than one option to visit the city, but the most used is teleportation circles, are said that the first visitors used pegasus and dragons.

I get that it is supposed to be really powerful, but the highest official AC possessed by creatures that are not cleverly built PCs is 25, so 40 is absurd. Hit points are good. speed of 600 feet is absurd, as that is a maximum of 1200 feet traveled in six seconds. That's about the length of the empire state building. the fastest fly speed is 150 feet, belonging to the solar. I would recommend doing at most 200 feet, although, being a gargantuan creature with a massive city on its back, i would say something closer to 100 feet would be better. Ability scores are okay. it's saves are good, but as for skills (although DEX proficiency doesn't make sense), +15 or +24 is what they should be (with +24 being if it has expertise). the A city through plains feature is not very mechanical, which is not necessarily bad, but whats the point in ungodly AC and great hit points if it just pops out of existence when attacked? Whale's rain suffers similarly, but I cant recommend any ways to change it.
All in all, great concept, I love it, but it needs some changes in stats and will be perfect.

A PC could just go on the whale's back or city and roll attacks till they get enough nat 20s to chip away at the whale's health, or use things with saves attached to do the same. A creature that basically can't run away because it'll just take you with it when it does which also can't fight back shouldn't be challenge 30, cause it would just be free xp.
