Shapechanger. Algernon can use his bonus action to polymorph into a blink dog-humanoid hybrid or into a blink dog, or back into histrue form, which is humanoid. His statistics, other than his AC, are the same in each form. Any equipment he is wearing or carrying isn't transformed. He reverts to his true form if he dies.
Keen Hearing and Smell. Algernon has advantage on Wisdom (Perception) checks that rely on hearing or smell.
Magic Resistance. As an archfey and eladrin, Algernon has advantage on saving throws against spells and other magical effects.
Innate Spellcasting. Algernon's innate spellcasting ability is Charisma (spell save DC 18). It can innately cast the following spells, requiring no material components:

Dancing Rapier. Algernon wields a dancing rapier, called Thorn. Thorn is a +1 weapon, giving the wielder +1 bonus to attack and damage rolls made with this magic weapon. As a bonus action he can toss Thorn into the air and speak the command word. When he does so, the sword begins to hover, flies up to 30 feet, and attacks on creature of his choice within 5 feet of it.
While Thorn hovers, he can use a bonus action to cause it to fly up to 30 feet to another spot, still within 30 feet of him. As part of the same bonus action, he can cause the sword to attack one creature within 5 feet of it.
Algernon can also command the blade to stop flying as a bonus action. If Thorn has no unobstructed path to Algernon, it moves as close to him as it can and then falls to the ground.
Archfey Everlasting. Archfey can only be killed under specific conditions. Algernon's everlasting flaw is that he must be killed whilst able to see his own reflection.
Multiattack. (Humanoid or Hybrid Form Only). Algernon makes three attacks: three with his rapier (humanoid form) or one with his bite and two with his claws (hybrid form).
Bite (Blink Dog or Hybrid Form Only). Melee Weapon Attack: +7 to hit, reach 5 ft., one target. Hit: 6 (1d8 + 2) piercing damage. If the target is a humanoid, it must succeed on a DC 14 Constitution saving throw or be cursed with blink dog lycanthropy.
Claws. (Hybrid Form Only). Melee Weapon Attack: +5 to hit, reach 5 ft., one creature. Hit: 7 (2d4 + 2) slashing damage.
Rapier (Humanoid Form Only). Melee Weapon Attack: +10 to hit, reach 5 ft., one creature. Hit: 9 (1d8 + 5) piercing damage.
Fey Teleportation (Recharge 4–6). Algernon magically teleports, along with any equipment he is wearing or carrying, up to 40 feet to an unoccupied space he can see. If in hybrid or blink dog form, he can make one bite attack, before or after teleporting.
Bite (Before or After Fey Teleportation, Blink Dog or Hybrid Form Only). Melee Weapon Attack: +7 to hit, reach 5 ft., one target. Hit: 6 (1d8 + 2 piercing damage. If the target is a humanoid, it must succeed on a DC 14 Constitution saving throw or be cursed with blink dog lycanthropy.
Rapier (whilst Hovering Only). Melee Weapon Attack: +10 to hit, reach 5 ft., one creature. Hit: 6 (1d8 + 4) piercing damage.

Leader of the Pack. As a reaction, when an ally within 60 ft. of Algernon that can hear him takes damage, Algernon can command them to use their reaction to make an attack. If no hostile creatures are in range of an attack, the ally can instead immediately use its reaction to move up to 15 feet toward a hostile creature.
Description
Algernon is a sly politician and cunning predator that can appear as a humanoid, as a blink dog, or in a terrifying hybrid form—a lightly furred and well-muscled humanoid body, with elongated black claws, topped by a snarling blink dog's head. He will attempt to subdue his foes with beguilement, flattery, and lies. Failing that, he will take up his rapier, Thorn, and attack in either humanoid or ferocious lycanthropic forms.
Algernon is often backed by a pack of loyal blink dogs that have followed him across th feywild, and into other realms. It is recommended to run him with a pack of 2 - 4 blink dogs.
