Traits

Keen Sight. The roc has advantage on Wisdom (Perception) checks that rely on sight.

Flyby. The Roc does not provoke opportunity attacks when moving.

Innate Spellcasting. The roc can cast Plane Shift on itself and any creatures riding it once per day. When it does, it does not need to roll, but can only travel to planes it is familiar with. It may choose to do this without expending its use of this feature if it choose to transport itself to a random plane.

Actions

Multiattack. The roc makes two attacks: one with its beak and one with its talons. It may replace it’s beak attack with a Harmonic Cry.

Harmonic Cry. (Recharge 5-6) The Roc emits a powerful cry matching note of a tuning fork of a plane which it is familiar with and not on. For Uldar, this would be either The Feywild, The Material Plane or the Shadowfell. 

Each creature within 300 feet of the Roc must make a Charisma Saving Throw (DC 17). On a failure, the creature is affected by a 6th level spell based on the plane the cry is tuned to. For the Feywild, this is Mass Suggestion, for the Shadowfell, this is Circle of Death, for the Material Plane, this is Scatter. Any lingering affects of this spell wear off after 1 minute. A creature that succeeds this save is immune to it for the next 24 hours.

Beak. Melee Weapon Attack: +13 to hit, reach 10 ft., one target. Hit: 27 (4d8 + 9) piercing damage.

Talons. Melee Weapon Attack: +13 to hit, reach 5 ft., one target. Hit: 23 (4d6 + 9) slashing damage, and the target is grappled (escape DC 19). Until this grapple ends, the target is restrained, and the roc can't use its talons on another target.

Legendary Actions

The Roc is a legendary creature, and has 3 Legendary Action that it regains at the start of its turn. It can spend those legendary actions on the following;

Fly. The Roc may Fly up to its movement speed.

Plane Ride. 2 actions: The Roc may use its Innate Spellcasting feature.

Battering Winds. The Roc may force all creatures within 90 feet of it to make a Strength Save (DC 17) against falling prone, being pushed 10 feet away from you, and dropping whatever they are holding.
