Flood Empowerment. Eluge's Strength and Constitution scores are each equal to 10 + 1 for every 10 feet of water is swimming in.
Shoreless Sea. Wherever Eluge moves, the waters around it swell and rage. Its migrations herald great floods, and it is the literal manifestation of them. Whenever Eluge moves more than 30 feet in one turn or hits with a bite attack, it can cause the local water level to rise by 10 feet within a 60-foot radius. This area becomes waterlogged, creating difficult terrain for all creatures except Eluge. This effect lasts for 1 hour, or until Eluge dies.
When Eluge rolls initiative, note the current depth of the water it is submerged in.
Tidal Regeneration. If Eluge is fully submerged in water, it regains 20 hit points at the start of its turn. This feature doesn’t function if Eluge takes lightning damage.
Watery Advantage. While submerged in liquid, Eluge has advantage on attack rolls.
Water Breathing. Eluge can breathe only underwater.
Bite. Melee Weapon Attack: +6 to hit, reach 10 ft., one target. Hit: 14 (3d6 + 4) piercing damage.
Tail Swipe. Melee Weapon Attack: +14 to hit, reach 20 ft., one target. Hit: 26 (4d8 + 8) bludgeoning damage, and the target must succeed on a DC 22 Strength saving throw or be pushed 10 feet away and knocked prone.
Eluge can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature’s turn. Eluge regains spent legendary actions at the start of its turn.
Tail Attack. Eluge makes a tail swipe attack.
Suffocating Pressure. Eluge increases the water pressure in a 60-foot area around it. Each creature that is submerged must succeed on a DC 22 Constitution saving throw or lose 1d4 minutes of remaining air. The water level in the area rises by 10 feet.
Tidal Wave (Costs 2 Actions). Eluge casts tsunami, centered on itself. The spell save DC is equal to Eluge's Strength.

To the animalfolk of Bloomburrow, Eluge is enormous, its giant silvery-scaled body swelling the waters like a sea serpent. It is a 30-40 foot long elemental fish that has countless sharp, jagged teeth and long spikes protruding from its back, belly, and sides, rosy-hued magical markings running along its body, and brightly glowing blue eyes.[1][2] Eluge is not only the herald of floods, it is the literal manifestation of them. Wherever Eluge swims, the tide swells immediately in its wake, causing rushing waters to rise and waves to crash on the shore. It can create whips of water and cause fear among the animalfolk.
