Multiattack. Angrboða makes two melee attacks, or may use flail sweep once.
Flail. Melee Weapon Attack: +11 to hit, reach 10 ft., one target. Hit: 20 (3d8 + 7) bludgeoning damage.
Flail Sweep. Angrboða swings her flail, and every creature within 10 feet of it must make a DC 19 Dexterity saving throw. On a failed saving throw, a creature takes 16 (2d8 + 7) bludgeoning damage and is knocked prone. On a successful save, the creature takes half as much damage and isn't knocked prone.
Unarmed Strike. Melee Weapon Attack: +11 to hit, reach 5 ft., one target. Hit: 14 (3d4 + 7) bludgeoning damage. The target must make a DC 18 Strength saving throw or be pushed back 20 ft., or half that on a success.
Angrboða can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. Angrboða regains spent legendary actions at the start of her turn.
Detect. Angrboða makes a Wisdom (Perception) check.
Punt. Angrboða makes an unarmed strike attack.
Shield Charge (Costs 2 Actions). Angrboða readies her shield and charges forward 20 ft. and ignoring opportunity attacks. All creatures in her path must make a DC 19 Dexterity saving throw or take 17 (3d6 +7) bludgeoning damage and be knocked prone.
Command Host (Costs 3 Actions). Angrboða calls out an order to all of her allies within 60 ft., allowing all of them to either move 10 ft. without provoking opportunity attacks or attack one target of her choice. She may not allow some of her allies to move and others to attack with the same Command Host action, nor can she single out multiple targets for her allies to attack. If an ally of Angrboða is not able to attack her target with either a melee or ranged weapon attack or a melee or ranged cantrip, then they are not able to make an attack.
Description
Hill giants are often dismissed as savage, stupid, easily tricked, and only something to be feared for their raw physical power, but every now and again there rises among them a champion, blessed not only with strength exceptional even for their kind but also a degree of wit and wicked cunning. When and where such a hill giant arises, the ordning itself may briefly be torn down, as what was once a disorganized mob of brutes is beaten into shape by a powerful and ambitious new lord.
Angrboða is not to be feared because she is strong, nor because she is resourceful. She is to be feared because she has declared herself queen, and what few hill giants try to oppose her rule are swiftly beaten into the crude but effective battle lines that can destroy whole kingdoms of humonoids. Though her strategy and tactics are often simple, the size and strength of her soldiers ensures that they will be effective.
Angrboða fears no one and no thing, and she shows her disdain for the minuscule humanoids she seeks to subjugate by collecting their shields and armor, and adding them to her own. Her shield is a mass of smaller ones riveted together and bound to a massive timber frame, and her armor is made of many breastplates and chain shirts beaten flat and woven into a massive coat of scales. Upon her head is a terrible horned helm, and all who see it fear her approach.
