Innate Spellcasting. Uriel's spellcasting ability is Charisma (spell save DC 27). He can innately cast the following spells, requiring only verbal components:

Legendary Resistance (4/Day). If Uriel fails a saving throw, he can choose to succeed instead.

Magic Resistance. Uriel has advantage on saving throws against spells and other magical effects.

Actions

Multiattack. Uriel uses his Frightful Presence. He then can make two melee attacks.

Flaming Greatsword. Melee Weapon Attack: +18 to hit, reach 5 ft., one target. Hit: 11 (2d6 + 8) slashing damage, plus 40 (9d8) fire damage.

Purge of the Burning One. Ranged Spell Attack: +19 to hit, range 120 ft., one target. Hit: 50 (9d8 + 10) fire damageA creature that is frightened by Uriel and is reduced to 0 hit points by this attack is disintegrated into a pile of fine gray dust. Any attempt to revive a creature who is disintegrated by this attack results in the revivification participants taking the damage of this spell.

Frightful Presence. Each creature of Uriel's choice that is within 120 feet and aware of him must succeed on a DC 27 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature’s saving throw is successful or the effect ends for it, the creature is immune to Uriel's Frightful Presence for the next 24 hours.

Healing Touch (5/Day). Uriel touches another creature. The target magically regains 50 (9d8 + 10) hit points and is freed from any curse, disease, poison, blindness, or deafness.

Legendary Actions

Uriel can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. Uriel regains spent legendary actions at the start of his turn.

Cast a Spell (Costs 1 Action). Uriel casts a spell.

Passionate Praise (Costs 2 Actions). Uriel chooses one creature within 30 feet of him. The next attack made by that creature deals an extra 9d8 fire damage. If this legendary action is used while a Passionate Praise is still active, the previous one is lost and replaced by the subsequent use.

Commandment of the Burning One (Costs 3 Actions). Uriel magically summons a guardian, a messenger, a ruler, a power, a virtue, a dominion, a ophan, or a cherub. The summoned angel appears in an unoccupied space within 60 feet of its summoner, acts as an ally of its summoner, and can't summon other angels. It remains for 10 minutes, until it or its summoner dies, or until its summoner dismisses it as an action. Only one summoned angel can be present at a time.
