Air Form.  Anemos can enter a hostile creature's space and stop there.  He can move through a space as narrow as 1 inch wide without squeezing.

Innate Spellcasting.  Anemos' spellcasting ability is Charisma (spell save DC 22).  He can innately cast the following spells, requiring no material components:

At will:  gust of windlevitatewarding wind

3/day each:  flywind wall

1/day:  wind walk

Legendary Resistance (3/Day).  If Anemos fails a saving throw, he can choose to succeed instead.

Turbulence.  Ranged attacks made against Anemos or any creature within 30 feet of him are made at disadvantage.

Wind Aura.  When a creature begins its turn within 5 feet of Anemos, it must make a DC 22 Strength saving throw, taking 15 (6d4) bludgeoning damage on a failure and half as much on a success.  A creature occupying the same space as Anemos has disadvantage on its saving throw.

Wind Titan.  Anemos can use his action to polymorph into a Huge air elemental, or back into his true form.

While in elemental form, Anemos loses his normal walking speed, but gains an increased fly (hover) speed of 100 ft.  His statistics, other than his size and speed, are unchanged.  Anything Anemos is wearing or carrying transforms with him.  He reverts to his true form if he dies or is incapacitated.

Actions

Multiattack.  Anemos makes three attacks with his Gale Arrows (avatar form) or uses his Cyclone ability and makes two slam attacks (elemental form).

Cyclone (Elemental Form Only).  Each creature within 30 feet of Anemos must make a DC 22 Strength saving throw, taking 27 (6d8) bludgeoning damage on a failure and half as much on a success.  Anemos may choose to push any number creatures that fail their saving throws up to 15 feet in a line away from him.

Gale Arrow (Avatar Form Only). Ranged Weapon Attack: +16 to hit, range 200/600 ft., one target.  Hit:  31 (4d10 + 9) piercing damage.

Slam (Elemental Form Only). Melee Weapon Attack: +14 to hit, reach 15 ft., one target.  Hit:  33 (4d12 + 7) bludgeoning damage.

Reactions

Redirection.  When a creature Anemos can see makes a ranged weapon attack against another creature within 30 feet of him, Anemos can redirect the piece of ammunition to target a different creature within 30 feet of the original target.  Anemos must be able to see both the original target and the new target.  Anemos makes a ranged weapon attack to determine if the redirected attack is successful.  On a hit, the attack deals the original weapon's damage die and adds Anemos' Dexterity modifier to the attack damage.

Legendary Actions

Anemos can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature’s turn. Anemos regains spent legendary actions at the start of his turn.

Attack.  Anemos makes one Gale Arrow attack (avatar form) or one Slam attack (elemental form).

Shapeshift.  Anemos transforms into his elemental form, or reverts back into his avatar form.

Tornado (Costs 2 Actions).  Anemos chooses a location he can see within 60 feet of him, calling a swirling tornado to that location.  Creatures within 30 feet must make a DC 22 Strength saving throw, taking 36 (8d8) bludgeoning damage on a failure and half as much on a success.  On a failure, a creature's movement speed is halved and its flying speed is reduced to 0 until the end of its next turn.

Description

Anemos is the Storm King of Wind, one of four demigod-level beings that control the weather patterns on Abellio, first layer of the outer plane of law and good, Arcadia.  Anemos rules to the far north, residing in his mountain fortress, Castle Boreas.  From its icy peaks he sends forth every wind to grace the skies of Arcadia, from warm, gentle breezes to freezing, cyclonic gales.

Anemos takes the form of a tall but slender humanoid with turquoise skin and glowing white eyes.  He is hairless, and his voice reverberates with the power of a hurricane when he speaks.  Everywhere he goes, powerful winds follow, buffeting those around him, though he seems unaffected.  When engaged in battle, Anemos transforms into a massive elemental titan, a column of forceful, cutting gales that crush and batter those who would oppose him.

Lair and Lair Actions

Castle Boreas

Anemos makes his home on Abellio, the first layer of Arcadia, an outer plane of law and good.  There he resides in his fortress, Castle Boreas, one of four castles that serve as homes to the Storm Kings.  Castle Boreas resides far to the north, where frigid winds shriek against the jagged cliffs and ice-covered peaks ruled over by Anemos.

 

Lair Actions

Anemos can use lair actions in either his avatar or elemental form. On initiative count 20 (losing initiative ties), Anemos can take a lair action to cause one of the following effects; he can’t use the same effect two rounds in a row:

  • Anemos creates a freezing wind that blows in a 100-foot line, 50 feet across.  Creatures moving against the direction of the wind must spend 4 feet of movement for every foot they move.  A flying creature who enters the wind on its turn or starts its turn in the wind must make a DC 22 Strength saving throw or be knocked prone.
  • Anemos creates a 20-foot radius sphere of billowing winds centered on any location within his lair.  Creatures within the sphere must succeed on a DC 22 Strength saving throw or take 15 (6d4) bludgeoning damage and fall prone.
  • Anemos summons a powerful wind to press down upon all creatures within 120 feet of him.  Each affected creature must make a DC 22 Strength saving throw.  On a failure, that creature's movement speed is halved until initiative count 20 of the next round and all ranged weapon attacks they make within the area of effect automatically miss.
 

Regional Effects

Anemos is one of the four Storm Kings who reign over the weather patterns on Abellio.  His influence over the winds helps keep the balance with his brother and sisters.  As one draws closer to Castle Boreas, Anemos' influence over the local weather begins to intensify in the following ways:

  • Strong winds constantly blow within a 20-mile radius of the castle, dispelling gasses and vapors and imposing disadvantage on creatures' ranged attacks.  Flying creatures move at half-speed in these winds.
  • The temperature around the castle dips dramatically, becoming freezing cold the closer one draws to Anemos' lair.  Water in containers or in natural sources within 5 miles of the castle freezes due to the drop in temperature.
  • The area around the castle is pervaded by a constant, all-consuming howling from the powerful winds.  This howling never ceases, and is loud enough that creatures have disadvantage on Wisdom (Perception) checks that rely on hearing while within 5 miles of the castle.
