Legendary Resistance (3/Day). If Vaerwen fails a saving throw, she can choose to succeed instead.

Vortex of Autumn Leaves. Vaerwen can occupy another creature's space and vice versa. In addition, the space she occupies is heavily obscured by swirling autumn leaves. Any creature that starts its turn within 30 feet of her must make a DC 23 Dexterity saving throw or be blinded by the leaves until the start of its next turn.

Cleansing Flame. Vaerwen's flames are not destructive but purifying. Creatures that fail saving throws against her fire-based attacks take radiant damage instead of fire. On a failed save, creatures are also marked with "Purifying Flames," shedding dim light in a 10-foot radius until the end of Vaerwen’s next turn. While a creature is marked, it has disadvantage on all attack rolls.

Wind Form. Vaerwen is immune to nonmagical damage. She can enter a hostile creature's space and stop there. She can move through a space as narrow as 1 inch wide without squeezing.

 

Actions

 Multiattack. Vaerwen makes two Wind Lash attacks.

Wind Lash. Melee Weapon Attack: +16 to hit, reach 15 ft., one target. Hit: 23 (3d10 + 7) slashing damage and 14 (4d6) radiant damage.

Autumn's Flame (Recharge 5-6). Vaerwen summons cleansing flames in a 90-foot radius around her. Each creature of her choice must make a DC 23 Dexterity saving throw, taking 42 (12d6) radiant damage on a failed save or half as much on a successful one. Creatures that fail the saving throw are also marked with Purifying Flames until the end of Vaerwen's next turn.

Gale of Emberwinds (Recharge 5-6). Vaerwen unleashes a 120-foot-long, 20-foot-wide line of wind and embers. Each creature in the line must make a DC 23 Dexterity saving throw, taking 45 (13d6) radiant and slashing damage on a failed save or half as much on a successful one. The winds extinguish non-magical flames and remove any airborne effects like smoke or fog in their path.

 

Legendary Actions

 Vaerwen can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. Vaerwen regains spent legendary actions at the start of her turn.

Vortex Step. Vaerwen moves up to her fly speed without provoking opportunity attacks.

Cleansing Wave (Costs 2 Actions). Vaerwen sends a wave of wind and autumn leaves in a 60-foot cone. Creatures in the area must succeed on a DC 23 Strength saving throw or be pushed 30 feet back and knocked prone. Creatures that fail the saving throw take 22 (4d10) radiant damage.

Flame’s Embrace (Costs 3 Actions). Vaerwen targets a creature marked with Purifying Flames. The target must succeed on a DC 23 Wisdom saving throw or be stunned until the end of Vaerwen’s next turn. While stunned, the creature is enveloped by glowing autumn leaves and feels a calming warmth, unable to act.

Description

Vaerwen, Mother of Embers is the goddess worshipped by the autumn eladrin of Emberhollow in the northeastern corner of the Shattered Peaks. According to legend, eons ago a single autumn leaf blew across the Shattered Peaks and landed in a shaded canyon. This leaf fell to the ground, and from it sprouted a sapling. As the sapling grew,  it eventually unrooted itself and became Vaerwen. She founded Emberhollow and was the matriarch of those who would populate it. As the town grew and she approached the end of her mortal days, she performed a druidic ritual within the nearby woods of eternal autumn, in which her physical body became a tree, and her spirit ascended to godhood. For the few who have communed with her, she has appeared as a calm swirl of crimson and auburn leaves in a vaguely humanoid shape.
