Blood Frenzy. Biters target the creature who took the most damage in the previous turn. Additionally, Biters have advantage against any creature with less than half of their hit points.

Actions

Bite. Melee Weapon Attack: +6 to hit, reach 5 ft., one target. Hit: 5 (1d4 + 3) Piercing damage. When the biter hits a creature with this attack, they attaché themselves to a creature. At the start of that creatures next turn they take 1d4 necrotic damage as the blood is drained from their body. At the start of the creatures next turn after that, the Biter, having drained all of the nutrients from the blood, injects it back into its victims body mixed with its toxin. The creature must make a DC 14 Con save, taking 2d6 poison damage on a fail or half as much on a success. If a creature that a Biter is attached to moves more than 30 feet in a turn then the biter must make a DC 16 dexterity saving throw or be flung from its victim. Alternatively, the creature the biter is attached to can use their action to remove one biter from them.
