Evasion. When the Highway Rat is subjected to an effect that allows him to make a Dexterity saving throw to take only half damage, he instead takes no damage on a successful save, and only half damage on a failed one.
Greedy Opportunist. The Highway Rat has advantage on Dexterity (Sleight of Hand) checks to steal food or sugary treats from creatures carrying them.
Sweet Tooth. The Highway Rat has advantage on Wisdom (Perception) and Intelligence (Investigation) checks to detect food, especially sugary treats. He is naturally drawn to any source of food within 60 feet and will prioritize stealing sweets over all else.
Multiattack. The Highway Rat makes two melee attacks.
Rapier. Melee Weapon Attack: +5 to hit, reach 5 ft., one target. Hit: 7 (1d8 + 3) piercing damage.
Stand and Deliver! The Highway Rat brandishes his rapier and shouts, "Stand and deliver!" Each creature of the Highway Rat's choice within 15 feet that can hear him must succeed on a DC 12 Charisma saving throw or be charmed by him until the end of its next turn. While charmed in this way, creatures feel compelled to offer any food or sugary treats they have as tribute.
I am the Rat of the Highway! (Recharge 5–6) With a grand, dramatic shout of “I am the Rat of the Highway!”, the Highway Rat gains advantage on Charisma (Persuasion) and Charisma (Intimidation) checks until the end of his turn.
This treat belongs to me! The Highway Rat consumes a piece of stolen food or a sugary treat. He gains 2d4 temporary hit points.
Sly Dodge. When a creature makes a melee attack roll against the Highway Rat and he can see the attacker, he can use his reaction to add 2 to his AC against that attack potentially causing it to miss.

Known far and wide as "The Highway Rat," this rodent rogue is infamous for his love of sugary treats. Bread, buns, cakes, and candies—none are safe from his insatiable appetite. With a flourish of his tiny rapier and a dramatic shout of 'Stand and deliver!' he waylays travelers, demanding their sweets. Though he fancies himself a fearsome bandit, his greed often clouds his skill, causing him to bumble his way through encounters.
