Universal Moderator. The administrator can reverse/increase the effects of any thing it desires, as long as it happened after the administrator's last turn.

Dimensional Edit. The administrator enters a dreamlike state, during which it loses all of its resistances and immunities. While in this state, it can freely edit anything that has happened, is happening, or ever will happen anywhere in the entire multiverse.

Unerring Rend. Melee Weapon Attack: Auto-hit, reach 5 ft., 1 target. Hit: 110 (10d20 + 10) psychic/force damage (DM's choice). 

Multiversal Flash. Ranged Weapon Attack:  Auto-hit,  infinite range, up to 10 targets.      Hit:  60 (5d20 + 10) psychic/force damage (DM's choice). 

The administrator can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature’s turn. The administrator regains spent legendary actions at the start of its turn.

Move. The administrator moves up to its speed.

Attack. The administrator uses Unerring Rend.

Dimensional Edit (2 actions). The administrator activates Dimensional Edit.
