Legendary Resistance (3/Day). If the dragon fails a saving throw, it can choose to succeed instead.
Spellcasting. Vysel is an 20th-level spellcaster. Its spellcasting ability is Intelligence (spell save DC 22, +12 to hit with spell attacks). Vysel has the following wizard spells prepared:
Cantrips (at will): mage hand, prestidigitation, ray of frost
1st level (5 slots): detect magic, magic missile, shield, thunderwave
2nd level (5 slots): acid arrow, detect thoughts, invisibility, mirror image
3rd level (4 slots): animate dead, counterspell, dispel magic
5th level (4 slots) bigby's hand, Telekinesis, hold monster, planar binding
6th level (3 slots) contingency, scatter
7th level (3 slots) plane shift, reverse gravity
Necrotic Born. Necrotic damage heals Vysel for half the damage dealt.
Multiattack. The dragon can use its Frightful Presence. It then makes three attacks: one with its bite and two with its claws.
Bite. Melee Weapon Attack: +10 to hit, reach 20 ft., one target. Hit: 23 (3d8 + 10) piercing damage plus 28 (9d4) fire damage.
Claw. Melee Weapon Attack: +10 to hit, reach 15 ft., one target. Hit: 34 (8d6 + 10) slashing damage. The creature also takes 12 (2d12) necrotic damage.
Tail. Melee Weapon Attack: +10 to hit, reach 30 ft., one target. Hit: 19 (6d12 + 10) bludgeoning damage.
Frightful Presence. Each creature of the dragon’s choice that is within 300 feet of the dragon and aware of it must succeed on a DC 22 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature’s saving throw is successful or the effect ends for it, the creature is immune to the dragon’s Frightful Presence for the next 24 hours.
Breath Attack(Recharge 5-6). If you have breath, choose between one of the following.
Fire Breath. The dragon exhales fire in a 120-foot cone. Each creature in that area must make a DC 24 Dexterity saving throw, taking 51 (17d6) fire damage on a failed save, or half as much damage on a successful one.

The dragon can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The dragon regains spent legendary actions at the start of its turn.
Detect. The dragon makes an advantaged Wisdom (Perception) check.
Tail Attack. The dragon makes a tail attack.
Wing Attack (Costs 2 Actions). The dragon beats its wings. Each creature within 15 feet of the dragon must succeed on a DC 22 Dexterity saving throw or take 17 (2d6 + 10) bludgeoning damage and be knocked prone. The dragon can then fly up to half its flying speed.
Recharge.(3 actions) Roll a d6. You recover a spell slot equal to the number you rolled.
Magical Overcharge.(3 actions) You can cast a spell of 5th level or lower.
