Quantum Locked. While the Weeping angel is observed through direct line of sight by another creature, its speed is 0 ft and it cannot take actions or reactions.
Temporal Being. The weeping angel can percieve and interact with creatures on the ethereal plane as if they were on the material plane.
Blink Pulse. At the start of the Weeping Angel's turn all non-construct creatures with direct line of sight to it must succeed on a Wisdom DC15 saving throw or be shunted to the ethereal plane until the start of their turn.
Immutable Form. The Weeping Angel is immune against being polymorphed and its physical characteristics cannot be changed by magical means.
False Appearance. While standing still, the Weeping Angel is indestinguishable from a mundane statue.
Temporal Shunt. Melee Weapon Attack: +5 to hit, reach 5 ft., 1 target. Hit: 9(2d6 + 3) Bludgeoning damage. If the target is not a construct, it must also succeed on a Constitution DC 15 saving throw or be banished to a void demiplane for 1d4 rounds, at the end of which it returns to the space it previously occupied. While within the demiplane, a creature is incapacitated and takes 1d10 necrotic damage at the start of their turn, and their hit point maximum is reduced by that amount.

Weeping angels are ancient constructs created by a long lost civilization, predating the sundering of the World Tree. Most historians believe them to be a failed experiment turned rogue, but there are some who believe their creation was all too intentional. The Angels are vampiric predators, feeding of the very life force of their prey. While they appear to be mundane statues in the form of angels, they are as fast and deadly as can be while unseen.
