Multiattack. The dragon makes three Rend attacks. It can replace one attack with a use of Spellcasting to cast Mind Spike (level 3 version).
Rend. Melee Attack Roll: +11, reach 10 ft. Hit: 15 (2d8 + 6) Slashing damage plus 7 (2d6) Poison damage.
Poison Breath (Recharge 5–6). Constitution Saving Throw: DC 18, each creature in a 60-foot Cone. Failure: 56 (16d6) Poison damage. Success: Half damage.
Spellcasting. The dragon casts one of the following spells, requiring no Material components and using Charisma as the spellcasting ability (spell save DC 17):
At Will: Detect Magic, Mind Spike (level 3 version)
1/Day: Geas
Legendary Action Uses: 3 (4 in Lair). Immediately after another creature’s turn, the dragon can expend a use to take one of the following actions. The dragon regains all expended uses at the start of each of its turns.
Mind Invasion. The dragon uses Spellcasting to cast Mind Spike (level 3 version).
Noxious Miasma. Constitution Saving Throw: DC 17, each creature in a 20-foot-radius Sphere centered on a point the dragon can see within 90 feet. Failure: 7 (2d6) Poison damage, and the target takes a −2 penalty to AC until the end of its next turn. Failure or Success: The dragon can’t take this action again until the start of its next turn.
Pounce. The dragon moves up to half its Speed, and it makes one Rend attack.
Why don't all dragons get the shape change ability? I get why white dragons may not get it thematically...but every single other dragon should have shape change. I mean yes, I can just choose to allow green dragons to have it but I just wish things like this were more uniform. I don't see a reason why one dragon would get that ability but another doesn't; again, with the possible exception of the white dragons. Dragons are, after all, extremely magical creatures.
In D&D lore only metallic dragons change shape to live among humanoids because they are more benevolent and caring toward humanoids. Chromatic dragons see humans as useful tools/entertaining toys at best and vermin at worst.

This has nothing to do with the intent of shape-changing ("to live among humanoids"). Tiamat has shape-changed into humanoids, Iymrith the blue dragon in Storm King's Thunder shape-changes into a storm giant, Saryx (from Fizban’s Treasury of Dragons) can shape-change, Throstulgrael from the Draconomicon a green dragon can shape-change, etc. White dragons are the only dragon I can't find an example of shape-changing. There are a lot more examples...I just don't know why they only gave the ability to so few dragons.
Those are exceptions. Chromatic dragons do not innately possess the ability to shapeshift, but some individuals aquire it from other sources, like Iymrith being magically enhanced by an archmage (I think he was a lich), or Daurgothoth being an exceptionaly powerful archmage.
Claugiyliamatar, another green dragon, wants the ability to shapeshift so she can walk among humans, but she has not yet aquired the means to do so.
