What happens if you polymorph something into this on land? Do they just instantly suffocate, or do they just splash around like a Magikarp? I don't think this would insta-kill them, though I think regardless unless you for some reason polymorphed an enemy in water to a Pirahna (just do a crab if you need to polymorph a water creature into another water creature), they are probably effectively out of the fight.
I think you could use the rules for drowning/suffocation in that case, since it's kind of like if a humanoid is underwater, but in reverse. Their limited base speed and damage means they probably wouldn't be much of a threat in most cases, though.
NERFed an already CR 0 creature. Damn.
Update: they put the advantage into the wording of the attack itself, which I didn't see.
