Legendary Resistance (3/Day). If Basilroyh fails a saving throw, she can choose to succeed instead.
Elemental connection: When using her Lightning breath, Basilroyh can choose to create 5d6 air elementals instead of doing damage. This recharges at the same rate as her Lightning breath.
Pact Magic (Echidna’s influence):
Maternal Rage: Echidna gains an extra 2d10 to every attack roll she makes if one of her children, adopted or not, are injured in a round of combat. Injured implies taking damage, not being restrained.
Electric aura: (2/day). Basilroyh’s dreadful anger becomes a dangerous obstacle as it manifests into an aura of electrified air that surrounds her entire body for one hundred feet. Every round a character is within one hundred feet of her, that character takes 4d20 electric damage. This is a passive effect that takes place when one of Basilroyh’s family is killed or defeated, and lasts for one round each time it is used.
Summon Demon (5 per day): Basilroyh can summon a demon up to half her challenge rating five times a day. The demon is bound to her will and forced to obey, but does not like obeying. It obeys her orders to the letter, and fights to the death at any opportunity, because dying in the material plane allows it to return to its native plane of Abyss.
Dominate Monster (6 per day): Basilroyh can dominate and control six monsters up to half of her challenge rating per day, and summon them from Echidna’s plane of Abyss. They have the monstrosity type, but if they are summoned, they don’t die permanently on the material plane and work the same as demons.
Change Shape: Basilroyh magically polymorphs into a humanoid or beast that has a challenge rating no higher than its own, or back into its true form. She reverts to her true form if she dies. Any equipment she is wearing or carrying is absorbed or borne by the new form (Basilroyh’s choice). In a new form, Basilroyh retains her alignment, hit points, Hit Dice, ability to speak, proficiencies, legendary resistance, lair actions, and intelligence, wisdom, and charisma scores, as well as this action. Her statistics and capabilities are otherwise replaced by those of the new form, except any class features or legendary actions of that form. Basilroyh, no matter what form she takes, has monstrous traits retained from her dragon form, such as Draconic wings, teeth, scales, or eyes, because this action comes from her pact with Echidna, mother of monsters.
Note: If the DM wishes to make the battle more difficult, consider replacing “family members” with “all allies” during combat. This makes the battle significantly harder.
Multiattack. Basilroyh can use her Frightful Presence. Basilroyh then makes three attacks: one with her bite and two with her claws.
Bite. Melee Weapon Attack: +16 to hit, reach 15 ft., one target. Hit: 20 (2d10 + 9) piercing damage plus 11 (2d10) lightning damage.
Claw. Melee Weapon Attack: +16 to hit, reach 10 ft., one target. Hit: 16 (2d6 + 9) slashing damage.
Tail. Melee Weapon Attack: +16 to hit, reach 20 ft., one target. Hit: 18 (2d8 + 9) bludgeoning damage.
Frightful Presence. Each creature of Basilroyh's choice that is within 120 feet of her and aware of her must succeed on a DC 20 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to Basilroyh’s Frightful Presence for the next 24 hours.
Lightning Breath (Recharge 5–6). Basilroyh exhales lightning in a 120--foot line that is 10 feet wide. Each creature in that line must make a DC 23 Dexterity saving throw, taking 88 (16d10) lightning damage on a failed save, or half as much damage on a successful one.
Pact Magic:
Maternal Nurturing: Basilroyh can target a family member within her line of sight, which includes her husband, adopted and biological children, and anybody the DM defines as her family, and restore 10d10 hit points. She can use this ability twice a day.
Maternal Instinct: If Basilroyh is fighting alongside anybody she considers her family, biological or adopted, and if there is enough space, she can take a reaction to block an attack targeting one of her allies and take the damage instead.
Paranoia (3 times a day): Basilroyh predicts an attack being made against herself and braces herself for the attack. She must make a perception ability check, and the attacker rolls against it. if she rolls above the attacker’s roll, their attack does half damage. If she rolls lower, she takes full damage, but doesn’t expend a usage of Paranoia. Basilroyh can combine both the Maternal Instinct and Paranoia ability to block an attack against a family member and attempt to take half damage from it.
Basilroyh can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. Basilroyh regains spent legendary actions at the start of her turn.
Detect. Basilroyh makes a Wisdom (Perception) check.
Tail Attack. Basilroyh makes a tail attack.
Wing Attack (Costs 2 Actions). Basilroyh beats her wings. Each creature within 15 feet of her must succeed on a DC 24 Dexterity saving throw or take 16 (2d6 + 9) bludgeoning damage and be knocked prone. Basilroyh can then fly up to half her flying speed.
Description
History:
Basilroyh is an ancient blue dragon.
Basilroyh, like most dragons, was born in the southern continent, not very well known to most on the central continent. Dragons used to dominate the eastern half of the central continent, and Giants the west. Giants and Dragons came into power after the Gods used them to defeat the primordials and elementals, who created the material plane (the elementals demanded a larger payment than agreed upon).
The exact details aren’t clear, but many cultures believe an argument between Bahumut and Tiamat caused the Draconic Civil War and the Chromatic Dragon-Giant wars, which resulted in both leaving the central continent and becoming scarce, as the smaller folk took charge.
Basilroyh was born into this world, in a flat plateau in the southern continent. Jungles to the west and north, highlands where she was born, mountains to the east, and south, grasslands as far as the eye can see. This was the land of dragons, but even here, she discovered small folk dominated. Satyrs lived in the mountains, Yuan-Ti and Tabaxi and lizardfolk to the north, all claiming the best land for themselves, and the dragons were squabbling over territory in what was left, or isolated and scattered throughout the world.
Basilroyh, as a blue dragon, had a family unit backing her up, her mother Gingingilap, and her father, Tyrant. They told her about the importance of appeasing Tiamat, worshipping and obeying the Dragon Mother.
Basilroyh always had an inquisitive mind, however, and would use her Lizardfolk servants to go into Yuan-Ti lands and smuggle texts and knowledge out when she was an adult dragon and had authority. She found information on the downfall of the dragons, and slowly started resenting her lot in life, and the dragon gods. Why had they let their empire collapse? Why was she living in some flat plateau, squabbling with Smaug in the mountains and Ancalagon in the swamps?
Basilroyh took Rhohadel the Fang as her mate, and both Gonzezigathax and Thalvarolemis were born. However, her adoption of Cloudforge, an orphaned brass dragon, changed everything. She began hearing whispers and dreams, telling her of the weakness of Tiamat, and whispering of legacy and motherhood. Blue dragons, already being the most family-minded of chromatic dragons, are susceptible to such whispers. Hearing of such rumors troubled Basilroyh, who went north and eventually found Ghost-Teeth and The Oracle. The Oracle, a tiny black dragon, was consumed with prophecies, convincing Basilroyh of her destiny.
Basilroyh soon became a servant of Echidna, Demon Lord, Mother of Monsters, Queen of Legacies and Offspring, and fought against Smaug and his mate after they learned, taking The Innocent. She was chased out of the southern continent, and Calinra Rex was born in a hideout in the central continent.
When the opportunity was ripe, Basilroyh invaded the Genasi Empire once their emperor and spiritual leader, representing all four elements, died. She took the capital and began inviting dragons from isolated areas on the continent to serve her.
However, her worship of Echidna over Tiamat, and the unified Orcish khanate and the Hraldian human empire to the east, puts pressure on her. She frets over the genasi rebels, who simply refuse to surrender, and worries about internal divisions.
Children:
Her children include Gonzezigathax an adult female blue dragon, Thalvarolemis an adult female blue dragon, Calinra Rex, young female blue dragon, The Innocent, an adult female red dragon, Ghostteeth, a young male black dragon, The Oracle, a male black dragon wyrmling, and Cloudforge, an adult male brass dragon.
Gonzezigathax and Thalvarolemis are Basilroyh’s first and second children. Basilroyh doesn’t think either of them have the ability to rule over her newly created empire, and they instead serve as ambassadors. Gonzezigathax is Basilroyh’s dominant general and fervent supporter, whereas Thalvarolemis is the high Priestess of Echidna, supporting her mother’s wicked ambitions. Calinra Rex, Basilroyh’s youngest daughter, is being groomed as her successor. Basilroyh plans to become a Greatwyrm and hand the empire over to Calinra eventually. Being a Greatwyrm allows Basilroyh to live longer so she won’t need to face Tiamat’s wrath in the afterlife. Basilroyh would need to spend time searching the multiverse for information on how to do this, however.
The Innocent is the daughter of a Red dragon who had a dispute with Basilroyh over the Tiamat-Echidna debacle. Basilroyh ended up defeating her rival and taking The Innocent as an adopted daughter. The Innocent spends most of her time in the mountains, as she’s strangely an artistic and sensitive dragon. Ghost-Teeth is a young black dragon who Basilroyh found in the swamps, alongside The Oracle, another young black dragon. Ghost-Teeth and The Oracle are twins, but Ghost-Teeth is her most ambitious child, despite his age, a silent stealthy warrior in the making, whereas The Oracle can do nothing but spout incomprehensible prophecies. He is a sickly young dragon who relied on his treacherous older twin to care for him, but now relies on Basilroyh and The Innocent to care for him. It was The Oracle who convinced Basilroyh to take a gamble with her legacy and abandon Tiamat, convinced that she’d found evidence that she was destined for greatness. Ghost Teeth has been experimenting with magic, especially scrying and invisibility magic. Cloudforge is an adult brass dragon Basilroyh adopted, and serves as her most flexible diplomat, operating in the Hraldanian court and mingling with the large human empire.
Information:
Basilroyh believes that dragons should ascend to rule over the central continent once again, and that the Small Folk (everyone smaller than dragons) should simply go back to serving their Draconic overlords.
She is a romantic and historian, and romanticized the old days when dragons “benevolently” ruled over the continent. Each dragon was a noble in their own right, with huge hoards collected from taxes, and the most intricate of architecture and lairs. Although she is lawful evil, she does not truly think of herself as evil, but as a hero restoring the dragons to their roots. As a consequence, she doesn’t distinguish between metallic and chromatic dragons, seeing both as victims of Tiamat and Bahumut.
Basilroyh believes worship of Tiamat and Bahumut led the ancient Draconic Empire to ruin, and that Echidna, mother of monsters, offers an alternative path, that Echidna’s example of motherhood and her promise of legacy will restore the dragons to greatness. Consequently, she adopts smaller and weaker dragons and indoctrinates them. She fears the wrath of Tiamat and aligned dragons, however, and is paranoid.
Lair and Lair Actions
Basilroyh lives in the city of Shahr, a city she conquered from the Genasi Empire, and their former capital. The architecture is dominated by domes, arches, minarets, and geometric patterns, and is divided into four quadrants, one for each element. The Aljanamral, high elves living in the desert, were responsible for this design, although they were taken from elements of different elemental settlements. Basilroyh is dismayed that the Council of Four (four genasis representing the elements, and advisor to the emperor), destroyed the elemental portals to the various elemental planes, and has been attempting to repair them. She resides in the largest temple, the Temple of Balance, a building massive enough to house her. The city is located on top of and below a cliff facing the ocean, with stairs, tunnels, and spiraling towers connecting the top and bottom. A vast arid plain surrounds it. The earth, water, arid plain, and rocky cliffs attracted genasis of each element.
Lair Actions
On initiative count 20 (losing initiative ties), Basilroyh takes a lair action to cause one of the following effects; she can’t use the same effect two rounds in a row:
- Part of the ceiling collapses above one creature that Basilroyh can see within 120 feet of herself. The creature must succeed on a DC 15 Dexterity saving throw or take 10 (3d6) bludgeoning damage and be knocked prone and buried. The buried target is restrained and unable to breathe or stand up. A creature can take an action to make a DC 10 Strength check, ending the buried state on a success.
- A cloud of sand swirls about in a 20-foot-radius sphere centered on a point Basilroyh can see within 120 feet of it. The cloud spreads around corners. Each creature in the cloud must succeed on a DC 15 Constitution saving throw or be blinded for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.
- Lightning arcs, forming a 5-foot-wide line between two of the lair’s solid surfaces that the dragon can see. They must be within 120 feet of Basilroyh and 120 feet of each other. Each creature in that line must succeed on a DC 15 Dexterity saving throw or take 10 (3d6) lightning damage.
Regional Effects
The region containing Basilroyh’s lair is warped by her magic, which creates one or more of the following effects:
- Thunderstorms rage within 6 miles of the lair.
- Dust devils scour the land within 6 miles of the lair. A dust devil has the statistics of an air elemental, but it can’t fly, has a speed of 50 feet, and has an Intelligence and Charisma of 1 (−5).
- Hidden sinkholes form in and around Basilroyh’s lair. A sinkhole can be spotted from a safe distance with a successful DC 20 Wisdom (Perception) check. Otherwise, the first creature to step on the thin crust covering the sinkhole must succeed on a DC 15 Dexterity saving throw or fall 1d6 × 10 feet into the sinkhole.
- Monsters become more prevalent due to Echidna’s demonic influence.
If Basilroyh dies, the dust devils disappear immediately, and the thunderstorms abate within 1d10 days. Any sinkholes remain where they are.
