Flare Strike. If the buzzard is flying and moves at least 30 feet toward a target and then hits with a talon attack, the attack deals an extra 10 (3d6) fire damage to the target.
Flyby. The buzzard doesn’t provoke an opportunity attack when it flies out of an enemy’s reach.
Keen Sight and Smell. The buzzard has advantage on Wisdom (Perception) checks that rely on sight or smell.
Legendary Resistance (3/Day). If the buzzard fails a saving throw, it can choose to succeed instead.
Oily Preen. If a creature within 5 ft. of the buzzard hits or is attacked by the buzzard, they become coated with a thin layer of flammable oil. If a coated creature takes fire damage, that creature takes 5 (1d10) fire damage and catches fire; until someone takes an action to douse the fire, the creature takes 5 (1d10) fire damage at the start of each of its turns. The oil dries and is no longer flammable after 1 minute, if not ignited.
Multiattack. The buzzard makes three attacks: one with its beak and two with its talons.
Beak. Melee Weapon Attack: +15 to hit, reach 5 ft., one target. Hit: 22 (4d6 + 8) piercing damage.
Spit. Ranged Weapon Attack: +15 to hit, range 30/60 ft., one target. Hit: 13 (1d10 + 8) fire damage.
Talons. Melee Weapon Attack: +15 to hit, reach 5 ft., one target. Hit: 15 (2d6 + 8) slashing damage.
Deflective Gale. If the buzzard is targeted with a ranged attack, it can give disadvantage on all ranged attacks against it, including the triggering attack, until its next turn.
The buzzard can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The buzzard regains spent legendary actions at the start of its turn.
Peck. The buzzard makes one beak attack.
Spit. The buzzard makes one spit attack.
Oil Cloud (Costs 2 Actions). The buzzard beats its wings. Each creature within 30 feet of the buzzard becomes coated with oil as described in its Oily Preen trait.
Description
A cruel and solitary creature, the blaze buzzard coats its feathers with volatile saliva to protect it from the elements and deter attacks. While exposed to the air the saliva acts as a flammable oil, sparked by the buzzards flint-like talons or ignited while hurled through the air. Since it is so dangerous, blaze buzzards are careful to coat their feathers where the saliva won't ignite.
As chicks, blaze buzzards are exposed to their malevolent parents' fire leaving horrible scars and boils. Pairs of buzzards only stay together long enough to raise a chick before it is left to fend for itself. They enjoy simply igniting their prey and watching them succumb to the flame.
