Legendary Sage. Wan Shi Tong always knows when a creature is lying and cannot be deceived by illusions or enchantments unless they are cast by a deity or equivalent being.

Keeper of forbidden knowledge. Wan Shi Tong can recall any piece of information that has ever been recorded. A creature that asks him a question must make a DC 20 Charisma (Persuasion) check. On a failure, he refuses to answer.

Protector of knowledge. Wan Shi Tong is passive unless a creature tries to take or destroy knowledge under his care; if a creature tries to take or destroy knowledge under his care, he becomes hostile to protect and return the knowledge.

Divine Spellcasting.  Wan Shi Tong is a 20th-level spellcaster. His spellcasting ability is Intelligence (spell save DC 26, +18 to hit with spell attacks). He has the following spells prepared:
Cantrips (at will): Guidance, Mage Hand, Message, Minor Illusion, Thaumaturgy
1st level (4 slots): Detect Magic, Identify, Shield, Command
2nd level (3 slots): Zone of Truth, Suggestion, Hold Person

Actions

Multiattack. Wan Shi Tong can make two beak attacks

Beak. Melee Weapon Attack: +15 to hit, reach 20 ft., one target. Hit: 40 (6d10 + 7) piercing damage.

Claw. Melee Weapon Attack: +#15 to hit, reach 10 ft., one target. Hit: 30 (4d10 + 7) slashing damage. The target must succeed on a DC 24 Strength saving throw or be knocked prone.

 

Bonus Actions

Piercing Gaze (Recharge 5-6). Wan Shi Tong targets one creature within 60 feet that can see him. The target must make a DC 20 Intelligence saving throw. On a failure, they take 28 (5d10) psychic damage and are charmed and frightened for 1 minute. The target may repeat the save at the end of each of their turns.

Reactions

Feathered Insight. If Wan Shi Tong fails an Intelligence, Wisdom, or Charisma saving throw, he can choose to reroll with advantage. He must take the second roll. He can use this reaction three times per day.

Legendary Actions

Wan Shi Tong can take 3 legendary actions, choosing from the options below. Only one legendary action can be used at a time, and only at the end of another creature’s turn. He regains any spent legendary actions at the start of his turn.

  • Gaze of Judgment. One creature within 60 feet must succeed on a DC 24 Wisdom saving throw or become frightened for 1 minute.

  • Wing Buffet. Wan Shi Tong beats his wings. Each creature within 20 feet must make a DC 24 Dexterity saving throw or take 22 (4d10) bludgeoning damage and be pushed 10 feet away.

  • Invoke the Library (Costs 2 Actions). Wan Shi Tong calls forth spectral pages from nearby books in his library. Each creature of his choice within 30 feet must make a DC 20 strength or dexterity saving throw or become restrained by spectral pages for 1 minute. Restrained creatures can make a new save at the end of each turn.

Lair and Lair Actions

The Infinite Library. Wan Shi Tong resides in an ancient pocket dimension library existing everywhere and nowhere, a vast network of corridors filled with books, scrolls, and artifacts from all civilizations across time. The library is infinite in size and exists within its own plane. It can only be accessed through hidden portals known only to the wisest scholars and mages.

Lair Actions

On initiative count 20 (losing initiative ties), Wan Shi Tong takes a lair action to cause one of the following effects; Wan Shi Tong can’t use the same effect two rounds in a row:

  • Knowledge is Power.  Wan Shi Tong gains resistance to all damage until the start of the next round.

  • Shifting Corridors. The library shifts and moves, causing difficult terrain for all creatures except him.

  • Words Hold Weight. One creature must succeed on a DC 24 Charisma saving throw or become silenced and defend (unable to speak, hear, or cast verbal spells) for 1 minute.
