Traits
Aura of Bedazzlement: Creatures within 20 ft. of the Dragon must attempt a DC 19 Wisdom saving throw at the start of their turns or become charmed until they end their turn outside of the aura. As it does so, it utters whimsical phrases laced with innuendo.
 
Legendary resistance (2/day) If the dragon fails a saving throw, it can choose to succeed instead.
Actions
Multiattack: The Dragon makes three attacks: two with its dazzling claws and one with its radiant bite.
 
 Dazzling Claw: Melee Weapon Attack: +13 to hit, reach 15 ft., one target. Hit: 26 (3d10 + 10) slashing damage. The target is blinded by the spectrum of colors (escape DC 18) and takes 14 (3d6) radiant damage.
 
 Radiant Bite: Melee Weapon Attack: +13 to hit, reach 10 ft., one target. Hit: 32 (4d10 + 10) piercing damage. If the target is a creature, it must succeed on a DC 18 Charisma saving throw or become enthralled, unable to attack the Dragon until the end of its next turn.
 
 Flashy Meteor Shower: The Dragon calls down a shower of radiant meteors in a 60 ft. radius. Each creature in the area must make a DC 19 Dexterity saving throw, taking 50 (10d10) radiant damage on a failed save, or half as much damage on a successful one. The meteors burst with whimsical sparkles, adding flavor to battle.
 

Radiant Breath. (Recharge 5–6).  The dragon exhales Radiant energy in an 60-foot line that is 5 feet wide. Each creature in that line must make a DC 18 Dexterity saving throw, taking 45 (13d6) fire damage on a failed save and is charmed until the start of the dragon’s next turn. On a successful save, the creature takes half as much damage, and is not charmed.

 Incessant Charisma: The dragon casts one of the following spells, requiring no Material components and using Charisma as the spellcasting ability (spell save DC 23). It can cast the following spells with spontaneous flair:
At will: - Major Image, Enthrall
3/day: - Hypnotic Pattern, Charm Monster
1/day: - Prismatic Spray, Mass Suggestion
Bonus Actions

Change Shape. The dragon magically transforms into any creature that is Medium or Small, while retaining its game statistics (other than its size). This transformation ends if the dragon is reduced to 0 hit points or uses a bonus action to end it.

Legendary Actions
The dragon can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature’s turn. The dragon regains spent legendary actions at the start of its turn.
 
Detect: The Dragon makes a Wisdom (Perception) check.
 
Prismatic Surge: The Dragon unleashes a burst of colorful energy in a 30-foot cone, forcing creatures to make a DC 21 Dexterity saving throw, taking 33 (6d10) radiant damage on a failed save, or half as much damage on a successful one.
 
Charismatic Flare (Costs 2 Actions): The Dragon emits a flare of charisma-infused light. Each creature of its choice within 40 ft. must succeed on a DC 23 Charisma saving throw or become stunned until the end of its next turn as it dazzles with its 'owo', leaving a trail of awe.

A OwO Dragon, a spectacle of dazzling colors and unbridled charisma. This dragon species exudes an aura of flamboyance and vibrancy, its scales shifting hues in a mesmerizing display of rainbows. Its eyes twinkle with mischief, and it carries itself with a theatrical flair, ever ready to be the center of attention. The dragon's booming voice echoes with playful innuendos and demands for admiration, leaving no soul devoid of its whimsical charm. Glints of gold, sapphire, and amethyst cascade over its body, each movement a kaleidoscopic masterpiece. One cannot help but be captivated by its larger-than-life persona as it refers to all it meets as 'daddy' with a cheeky wink, 'owo' and 'uwu' erupting from its maw with each word. Legend whispers of a time when the OwO Dragon dazzled the skies above ancient peaks, its presence a sign of divine revelry. Known for bending light into breathtaking displays, it seeks eternal adoration from mortal souls.

Lair and Lair Actions

On initiative count 20 (losing initiative ties), the dragon can take one of the following lair actions; the dragon can’t take the same lair action two rounds in a row:

Beguiling Whisper. The dragon telepathically whispers to one creature within range of the dragon’s telepathy. The creature must succeed on a DC 15 Wisdom saving throw or be charmed by the dragon until initiative count 20 on the next round. A creature charmed in this way obeys to the best of its ability any command the dragon issues that isn’t directly harmful to the creature.

Imprisoning Force. The dragon casts the forcecage spell, using its spell save DC and requiring no spell components. The spell ends early if the dragon uses this lair action again or dies.

Spatial Projection. The dragon chooses a space it can fit into within the lair. It exists in its own space and the chosen space simultaneously until initiative count 20 on the next round. Whenever it moves or takes an action, it chooses which version of itself is moving or acting. If an effect or attack can target both of the dragon’s spaces at the same time, the dragon is affected only once.

Regional Effects

The region surrounding a legendary OwO dragon’s lair is altered by the dragon’s magic, creating one or more of the following effects:

Background Check. Once per day, the dragon can cast the legend lore spell, requiring no spell components, naming any person, place, or object within 1 mile of the lair as the spell’s subject.

Dream Travel. While the dragon itself sleeps, it can, and will, follow any one individual within 6 miles of the lair into its dreams. It maintains all of its abilities, but they have no real effect, just as anything else in a dream.

Thriving Wildlife. Rabbits and Cats reproduce rapidly and thrive in forests and alleys within 6 miles of the lair. Foraging in these areas yields twice the usual amount of food., If the dragon dies, the populations in these areas return to normal levels over the course of 1d10 days.

Desired Sight. Stages within 6 miles of the lair is a conduit for the dragon’s radiant presence. As an action, the dragon can cast the clairvoyance spell, requiring no spell components and targeting any stage in that region.
