Special Equipment. Cult of the Dragon - Wyrmspeaker Staff

Arcane Recovery (1/Day). When she finishes a short rest, she recovers all her spell slots of 5th level and lower.

Legendary Resistance (3/Day). If she fails a saving throw, she can choose to succeed instead.

Concentration Mastery. The Wyrmspeaker can concentrate on 2 spells at once and makes all concentration checks with advantage.

Spellcasting. The Wyrmspeaker is a 20th-level spellcaster. Her spellcasting ability is Intelligence (spell save DC 21, +14 to hit with spell attacks). She can cast disguise self and invisibility at will. She can cast fly and lightning bolt once each without expending a spell slot, but can’t do so again until she finishes a short or long rest. She has the following wizard spells prepared:

Cantrips (at will): dancing lights, fire bolt, light, mage hand, prestidigitation

1st level (4 slots): mage armor, magic missile, shield, silent image

Actions

Wyrmspeaker Staff. She uses her Wyrmspeaker Staff which acts as a +3 staff and has the same abilities as a Dragon-Touched Focus Wakened version from a Chromatic Dragon.

The Wyrmspeaker Staff gives her Adv on Initiative rolls, does an extra D6 damage on spells that deal acid, cold, fire, lightning, or poison damage. Once per day can cast the following spells at will:  Hold MonsterRime's binding ice Additionally can cast one spell as if it were cast from a level 9 spell slot per day.

Legendary Actions

The Wyrmspeaker can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature’s turn. She regains spent legendary actions at the start of her turn.

Cast Spell. She casts a spell of 3rd level or lower.

Spell Ward (Costs 2 Actions). She expends a spell slot of 4th level or lower and gains 5 temporary hit points per level of the slot.

Description

Tactics:

With her ability 2 concentrate on 2 spells at once, They Wyrmspeaker almost always favors Invulnerability as the first spell for combat if she deems the threat serious enough. She typically keeps at least D4+2 pieces of Adamantine Rods (500gp each) on her person for the casting of Invulnerability. For her second spell she maintains, she favors greater invisbility or flight depending if she needs to get away from attackers, and holding a group of attackers at bay with Wall of Force is always an option too.

  • Hewards Handy Haversack.
  • A Spellbook with all the spells she has prepared.

Lore:

The Wyrmspeaker is the highest rank in the Cult of the Dragon. Some sources say there is one Wyrmspeaker for each chromatic dragon color. Wyrmspeakers only answer to the dragon they worship and regard other Wyrmspeakers with measured respect as they try to work together to bring the Rule of The Dragon Gods prophecy to fruition.
