Amphibious. Abraxes can breathe air and water.
Legendary Resistance (3/Day). If Abraxes fails a saving throw, he can choose to succeed instead.
Waveform. Abraxes can move through a space as narrow as 1 inch wide without squeezing, taking the form of liquid water.
Spellcasting. Abraxes's innate spellcasting ability is Charisma (spell save DC 22). It can cast the following spells:
Multiattack. Abraxes makes three attacks: two with its tidal whip and one with its Lightning Lance.
Tidal Whip. Melee Weapon Attack: +18 to hit, reach 25 ft., one target. Hit: 45 (6d10 + 15) slashing damage plus 11 (2d10) lightning damage. The target is pulled 15 feet closer to Abraxes.
Lightning Lance. Ranged Spell Attack: +13 to hit, range 500 ft., one target. Hit: 39 (5d12 + 7) lightning damage.
Summon Storm Elemental (Requires Storm Rune). Abraxes can summon a storm elemental within 60 ft. The elemental acts as an ally to Abraxes and remains until dismissed or destroyed.
Stormcall. As a bonus action, Abraxes can call forth a barrage of lightning and thunder in a 20-foot radius. Each creature in the area must succeed on a DC 24 Dexterity saving throw or take 40 (9d8) lightning damage and become deafened for 1 minute.
Legendary Actions (4 per round)
- Watersight. Abraxes makes a Charisma (Arcana) check.
- Tsunami Pulse. Abraxes unleashes a wave of force in a 30-foot cone. Each creature must succeed on a DC 24 Strength saving throw or take 60 (10d12) bludgeoning damage and be knocked prone.
- Electric Surge (Costs 2 Actions). Abraxes causes each creature it can see in a 60-ft radius to make a DC 22 Constitution saving throw, taking 88 (16d10) lightning damage on a failed save, or half as much damage on a successful one.
- Elemental Fury (Costs 3 Actions). For the next round, Abraxes is surrounded by an aura of water and lightning, dealing 30 (6d10) combined cold and lightning damage to all creatures within 10 feet at the start of their turns.
