Dual Whip Mastery: Voltros wields two enchanted lightning whips with deadly precision. He can make three whip attacks as a single Attack action, and his whips have a reach of 20 feet.
Stormborn Agility: Voltros can take the Disengage or Dash action as a bonus action on each of his turns.
Lightning Conduit: When Voltros deals lightning damage to a creature, he can mark it with a storm sigil (no action required, up to 5 creatures at a time). A creature with a storm sigil takes an extra 2d6 lightning damage the next time Voltros hits it with a lightning whip attack and has disadvantage on saving throws against Voltros’s Thunderlash Burst. The sigil lasts until the start of Voltros’s next turn.
Arcane Storm Aura: Voltros emits an aura of crackling energy. At the start of his turn, each creature within 10 feet of him takes 7 (2d6) lightning damage. A creature that touches Voltros or hits him with a melee attack while within 5 feet takes 10 (3d6) lightning damage.
 
Actions

Multiattack: Voltros makes three lightning whip attacks.

Lightning Whip: Melee Weapon Attack: +10 to hit, reach 20 ft., one target. Hit: 11 (1d8 + 5) slashing damage plus 14 (4d6) lightning damage. If the target is wearing metal armor or is made of metal, the lightning damage increases to 21 (6d6). On a hit, Voltros can choose to pull the target up to 15 feet toward him, knock the target prone, or restrain the target (target’s choice to resist with a DC 18 Strength or Dexterity saving throw; restrained creatures can repeat the save at the end of their turn).

Thunderlash Burst (Recharge 5–6): Voltros unleashes a surge of electrical energy in a 30-foot radius centered on himself. Each creature in the area must make a DC 18 Dexterity saving throw, taking 35 (10d6) lightning damage and becoming stunned until the end of their next turn on a failed save, or half damage and no stun on a success. Creatures marked with a storm sigil have disadvantage on this saving throw.

Overcharge Whips (1/Day): Voltros infuses his whips with a surge of lightning for 1 minute. During this time, his lightning whip attacks deal an additional 14 (4d6) lightning damage, and he can target up to two creatures within 20 feet with each whip attack (making a separate attack roll for each). While the whips are overcharged, Voltros emits bright light in a 20-foot radius and dim light for an additional 20 feet, and his Arcane Storm Aura deals double damage (4d6 within 10 feet, 6d6 on contact).

Reactions

Arcane Deflection: When Voltros is hit by a ranged attack, he can use his reaction to lash out with a whip, reducing the damage by 1d12 + 5. If the damage is reduced to 0, the projectile (if any) is deflected back at the attacker, using Voltros’s attack roll (+10) to hit.

Description

Appearance: Voltros is a lean, menacing human with a scarred face and hair that crackles with static electricity. His eyes burn with a fierce, almost fanatical intensity. He wears blackened studded leather armor interwoven with glowing arcane filaments, and his twin lightning whips pulse with blue-white energy, sparking with every movement.

Personality: Voltros is a ruthless and ambitious tyrant, obsessed with mastering the power of the storm. He revels in the fear his electrified whips inspire, using them to dominate and humiliate his enemies. His arrogance is matched only by his cunning, and he never underestimates his foes—though he’s quick to mock their weaknesses.

Tactics: Voltros is a mobile skirmisher who uses his 20-foot whip reach and Stormborn Agility to stay out of melee range while lashing enemies. He prioritizes targets in metal armor or spellcasters, using Lightning Whip to restrain or prone them, setting up devastating Thunderlash Burst attacks. His Arcane Storm Aura punishes melee attackers, and he saves Overcharge Whips for when he’s surrounded or facing a single high-threat target.

Background: Once a brilliant but disgraced artificer, Voltros stole forbidden designs for his lightning whips, powered by a rare storm crystal he discovered in ancient ruins.
