Legendary Resistance (3/day). When Vuhon would fail a roll, he can choose to succeed instead.
Magic Resistance. Vuhon has advantage on saving throws against spells and other magical effects.
Spellcasting. Vuhon is an 18th-level spellcaster. His spellcasting ability is Intelligence (spell save DC 20, +12 to hit with spell attacks). Vuhon can cast disguise self and invisibility at will and has the following wizard spells prepared:
Cantrips (at will): fire bolt, flame skull, mage hand, prestidigitation, shocking grasp
1st level (4 slots): cause fear, identify, mage armor*, sleep, shield
2nd level (3 slots): blindness / deafness, grave grasp, misty step
3rd level (3 slots): counterspell, life transference, restoring tether
4th level (3 slots): banishment, blastbones, shadow of moil*
5th level (3 slots): danse macabre, detonating siphon, enervation
6th level (1 slot): boneyard
7th level (1 slot): finger of death
8th level (1 slot): dominate monster
9th level (1 slot): imprisonment
*Vuhon casts these spells on himself before combat.
Multiattack. Vuhon makes two attacks with the Ebony Blade.
Ebony Blade. Melee: +12 to hit, reach 5 ft., one target. Hit: 12 (1d10 + 6) slashing damage. When Vuhon deals damage with an attack using the Ebony Blade, he gains 1 temporary hit point for every 5 points of damage the attack deals. If he rolls a 19 or 20 on an attack roll with this weapon and the target is not a construct or undead, it deals an extra 10 necrotic damage, and he gains 10 temporary hit points.
Vuhon can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. Vuhon regains spent legendary actions at the start of his turn.
Raise Dead. Vuhon creates a Bonelord within 30 feet of himself.
Raise Greater Undead (2 actions). Vuhon creates a Bone Colossus within 30 feet of himself. Only one Bone Colossus can be active at a time.
Incant (3 actions). Vuhon casts a spell.
Description
Vuhon is the Dunmeri ruler of the floating city, Umbriel. He is also best known for constructing the Ingenium - a device which kept the Ministry of Truth afloat. He and Ezhmaar Sul were close friends, but that ended when they faced atop the floating meteorite, Baar Dau, and Sul destroyed the Ingenium, damning them both to Oblivion.

Lair and Lair Actions
Here, at the tip of the Crystal Tower, Vuhon has made this place his home. From this position, he keeps a close but benevolent watch over the citizens of Umbriel, awaiting the day Sul and Clavicus Vile come to finish him off.
As time went on, the once pristine crystalline setting became littered with bones of the dead, and Vuhon became more wretched and thin. Eventually he placed a heavy illusion spell across the area, as well as himself. This can be discerned through a successful Intelligence (Investigation) check against Vuhon's spell save DC.
On initiative count 20 (losing initiative ties), Vuhon can take a lair action to cause one of the following magical effects; he can't use the same effect two rounds in a row:
- Vuhon causes up to six skeletal remains within the lair to rise as Bonewalkers. These undead obey Vuhon's commands, which can reach anywhere in the lair.
- Vuhon calls upon the form of Umbra to shroud the lair in Darkness. Creatures with darkvision can't see through this darkness, and nonmagical light can't illuminate it. The Darkness lasts until the next lair action.
- Vuhon uses the innate magic of the crystalline tower to transform the floor tiles into reflective mirrors. Creatures have disadvantage on Dexterity (Stealth) checks made to hide.
