Traits

Scum of the Earth. The Werefox has an advantage on Charisma and Dexterity ability checks/saving throws if at least one member of her Skulk is within 15ft of her.

Freaks on a Leash. The Werefox can communicate telepathically to the members of her Skulk, but they can't communicate telepathically with her. They will obey every order, including dangerous or suicidal orders. A Skulk member can be freed with a Remove Curse or when it drops to 0hp. The Skulk can be of any size, but a Werefox will try to create a new Werefox after reaching a 50/100-person skulk. The new Werefox will then steal half of the skulk from her mother.

Troop dynamics. The Werefox can recruit a new member in her Skulk by biting, kissing or charming them. The Werefox can charm a creature and subsequently kiss/bite them. If the target is a male humanoid, it is subjected to the Bite Attack Effect. For the first day after his recruitment, every other member of the Skulk hates him and will try to kill him unless the Werefox stops it.

Skulk out. 3/day The werefox can cast the Invisibility Spell on itself as a bonus action for up to 1 hour without requiring concentration, only when within line of sight of at least one Skulk member. The Skulk member can see her and be ordered to follow her and watch her to maintain the spell. The spell ends when attacking or casting a spell.

Actions

Multiattack. The werefox makes two attacks, using Scratch or Thorny Whip in any combination. It can replace one attack with a Bite attack.

Bite (Fox or Hybrid Form Only). Melee Attack Roll: +5, reach 5 ft. Hit: 12 (2d8 + 3); Piercing damage. If the target is a Female Humanoid, it is subjected to the following effect. Charisma Saving Throw: DC 14. Failure: The target is cursed with licantropy. If the cursed target drops to 0 Hit Points, she instead becomes a Werefox under the DM’s control and has 10 Hit Points. Success: The target is immune to this werefox's curse for 24 hours. If the target is a Male Humanoid on a Failure, the target becomes a new member of the Skulk and has to obey every order of the Werefox until they drop to 0hp or are freed with a Remove Curse. On a Success, he is immune to becoming a new member of the Skulk through biting for 24 hours. Kissing can still cause the Bite Attack Effect, minus the damage. If the target is Genderfluid, they count either as male or female, depending on which gender they were at the moment of biting. If the target is Genderless, a construct or undead, they are immune to the werefox curse.

Scratch. Melee Attack Roll: +5, reach 5 ft. Hit: 10 (2d6 + 3), Slashing damage.

Thorny Whip (Humanoid or Hybrid Form Only). Melee Attack Roll: +5, 10 ft. Hit: 10 (2d8 + 2); Slashing damage. If the creature is Medium or Smaller, you pull the creature 10ft towards you.

Charm: The Werefox targets one humanoid it can see within 30 ft. of it. If the target can see the Werefox, it must succeed on a DC 14 Charisma Saving throw against this magic or be charmed by the Werefox. The charmed target regards the Werefox as a loved and revered companion. Although the target isn't under the Werefox's control, it takes the Werefox's requests or actions in the most favourable way it can, and it is a willing target for the Werefox's bite attack.
Each time the Werefox or her Skulk do anything harmful to the target, it can repeat the saving throw, ending the effect on itself on a success. Otherwise, the effect lasts 24 hours or until the Werefox is destroyed, is on a different plane of existence than the target, or takes a bonus action to end the effect.

Bonus Actions

Shape-Shift. The werefox shape-shifts into a Medium fox-humanoid hybrid or a Medium fox, or it returns to its true humanoid form. Its game statistics, other than its size, are the same in each form. Any equipment it is wearing or carrying isn’t transformed.

Description

From Gilo K. Gaufro - Cryptid's Chasers: a spectrum of the Dark Forest's dark secrets. Chapter on the Dark Forest's Dark Canine and Lycanthropic Monstruosities, most dangerous and mysterious:  "In the untamed wild forest, instincts reign supreme, none more so than the predatory one. As much as a gentleman might hope to find a sincere and willing companion with whom to spend the cold nights, provided he has the stomach to keep up with her, he must always be wary of not ending up as prey himself. Werefoxes, also known as Elffoxes, in their humanoid forms are completely indistinguishable from graceful elven maidens with beautiful hair. Their hybrid form, however, is characterised by a furry fox head, accompanied by fox paws and a tail. Among all of the Forest's predators, werefoxes thirst for much more than just flesh and blood. Deeply proud, vain, and egocentric, they employ every tactic at their disposal to gather around themselves a court of admirers and suitors. This is no difficult task, given their innate magical abilities, which allow them to beguile unsuspecting victims and also vanish without a trace. More insidious and less strong than werewolves, werefoxes tend to feed on the weakest within their Skulk of admirers, without ever risking passing on their curse, which is only transmissible to female individuals. After being bitten, these women will quickly adopt the same tendencies as the Werefox. So much so that they are often cast out by the original Werefox, who is far too jealous and attention-hungry to tolerate a rival. This usually means that the Foxes end up violently splitting their Skulk in two, with the younger one moving out in search of a new hunting ground.
Werefoxes are notorious for kidnapping children, especially girls, to transform them into more foxes. This is what famously happened in Bibbianeux, a village in Eastern Neustria afflicted by the werefox plague. The authorities have covered up this tragedy, which is said to still be ongoing! "They" have put up a decade-long conspiracy! They claim that the children have been adopted by Saint Graham's Orphanage for Very Sick Children, but a cousin of mine did his own research and discovered that the Orphanage is now full of Teenagers! No child in sight!  But the truth must come to light! Tell us about Bibbianeux!"
