Summoning Savant. The Piper's conjuring spells do not require concentration. Creatures summoned by these spells immediately dispel when the Piper perishes.
Mimicry. The Piper can mimic animal sounds and humanoid voices. A creature that hears the sounds can tell they are imitations with a successful DC 17 Wisdom (Insight) check.
Magic Resistance. The Piper has advantage on saving throws against spells and other magical effects.
Magic Weapons. The Pest Piper's weapon attacks are magical.
Innate Spellcasting. The Piper’s innate spellcasting ability is Charisma (spell save DC 17). The Piper can innately cast the following spells, requiring no material components:
At will: alter self, clairvoyance, detect magic, detect thoughts, dispel magic, invisibility (self only), suggestion, thunderwave
3/day each: conjure animals, conjure woodland beings, dimension door, enlarge/reduce
1/day each: conjure elemental, conjure fey, mass suggestion
Multiattack. The Piper can use its Scintillating Song and makes two horn attacks.
Horn. Melee Weapon Attack: +8 to hit, reach 5 ft., one target. Hit: 11 (2d6 + 4) piercing damage, plus 4 (2d4) thunder damage.
Scintillating Song. The Piper's horn sings magically. Every enemy within 300 feet of the Piper that can hear it must succeed on a DC 17 Wisdom saving throw. On a failed save, the creature becomes charmed for 1 minute. While charmed by this spell, the creature is incapacitated and has a speed of 0. The spell ends for an affected creature if it takes any damage or if someone else uses an action to shake the creature out of its stupor. A target that successfully saves is immune to the Scintillating Song for the next 24 hours.
Description
With an enormous secondary mouth fashioned into a warhorn, this tiny tricksy fae issues an alluring call to any nearby creatures to suddenly behave in erratic patterns. The Pest Piper delights in exacting paranoia on average commoners by causing rats to dance in the streets, black flies to spell rude phrases, or birds to suddenly drop from the sky. This dark fae is a savant of suggestion, and can even commandeer the minds of men and beast alike.
If you have ever angered the high fae court of Titania, a common means of exacting karmic justice is to send a Pest Piper to slowly drive the perpetrators mad. Case in point, a flock of seagulls rain on a paladin’s parade. The tired soldier goes to wash his ruined armor in a river but is quickly overwhelmed by quippers. Exhausted he struggles onshore only to find his underclothes stolen and recycled by nesting squirrels. Ridding oneself of such a powerful annoyance isn’t easy, but it sure beats being assaulted by chipmunks every morning.

Posted Feb 22, 2020This one is interesting. I can see myself using it, though with all the adds on the field, your combat may grind to a halt as a result. Always proceed with caution when dealing with fey. Actually don't deal with fey. Their deals suck XD
