Legendary Resistance (4/Day, or 5/Day in Lair). If the Azure Eyes Silver Dragon fails a saving throw, it can choose to succeed instead.
Flyby. The Azure Eyes Silver Dragon doesn't provoke opportunity attacks when it flies out of an enemies reach.
Magic Weapons. The Azure Eyes Silver Dragon's weapon attacks are magical.
Magic Resistance. The Azure Eyes Silver Dragon has advantage on saves against all spells and spell like abilities.
Spellcaster's Bane. The Azure Eyes Silver Dragon can sense the magical nature of spellcasters and has advantage on all attack rolls against them.
Multiattack. The Azure Eyes Silver Dragon can use its Frightful Presence. It then makes three attacks: one with its bite and two with its claws. It can replace its bite attack with a use of Spellcasting.
Bite. Melee Attack Roll: +13, reach 15 ft. Hit: 17 (2d10 + 6) Piercing damage plus 11 (2d10) Radiant damage.
Claw. Melee Attack Roll: +13, reach 10 ft. Hit: 15 (2d8 + 6) Slashing.
Frightful Presence. Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 22 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for the next 24 hours.
Silver's Cry (1/day). The Azure Eyes Sliver Dragon unleashes a cry of righteous purpose, instilling duty, honor, and conviction in the hearts of allies who hear it, even those who have passed. When this ability is used, any ally creature within 100 ft. of Azure Eyes Silver Dragon that is dead is subjected to the effects of True Resurrection. Furthermore, Azure Eyes Silver Dragon and all allied creatures with Hit Points greater than 0 gains 4d6 + 25 Temporary Hit Points.
The Azure Eyes Silver Dragon can only use this ability once per battle.
Breath Weapon (Recharge 5–6). The Azure Eyes Silver Dragon uses one of the following breath weapons:
Breath of Life. The Azure Eyes Silver Dragon exhales a breath filled with life energy in a 90-ft. cone. Every creature in that area of the dragon's choice regains 72 (13d10) Hit Points.
Holy Burst Stream. Dexterity Saving Throw: DC 25, each creature in a 120-foot-long, 10-foot-wide Line. Failure: 66 (12d10) Radiant damage. Success: Half damage.
Spellcasting. The Azure Eyes Silver Dragon casts one of the following spells, requiring no Material components and using Charisma as the spellcasting ability (spell save DC 22, +14 to hit with spell attacks):
At Will: Detect Magic, Hold Monster, Protection from Energy, Healing Word (Level 3 version), Shapechange (Beast or Humanoid form only, no Temporary Hit Points gained from the spell, and no Concentration or Temporary Hit Points required to maintain the spell), Lesser Restoration
3/Day Each: Counterspell, Heal (level 9 version), Dawn
2/Day Each: Summon Dragon (Blue Eyes White Dragon Only)
1/Day Each: Holy Aura (no Concentration), Antimagic Field (3 Round version, All Allies), Zone of Truth
Legendary Action Uses: 3 (4 in Lair). Immediately after another creature’s turn, the Azure Eyes Silver Dragon can expend a use to take one of the following actions. The Azure Eyes Silver Dragon regains all expended uses at the start of each of its turns.
Vision with Eyes of Azure. The Azure Eyes Silver Dragon makes a Wisdom (Perception) check.
Bind. The Azure Eyes Silver Dragon uses Spellcasting to cast Hold Monster. The dragon can’t take this action again until the start of its next turn.
Wingbeat of Giant Dragon (Costs 2 Actions). The Azure Eyes Silver Dragon beats its wings. Each creature within 10 ft. of the dragon must succeed on a DC 21 Dexterity saving throw or take 13 (2d6 + 6) Bludgeoning damage and be knocked prone. The dragon can then fly up to half its flying speed.
Silver Breath (Costs 3 Actions). The Azure Eyes Silver Dragon exhales a breath of chilling frost in a 30- foot cone. Each creature in that line must make a DC 25 Dexterity saving throw, taking 30 (10d6) Cold damage on a failed save, or half as much damage on a successful one.
Description
All Blue Eyes White Dragons trace their ancestry to both Chromatic and Metallic dragons. Every now and then, however, a Blue Eyes finds itself, whether through ideology, disposition, or genetic mutation, manifesting traits of one side of its heritage more than the other. These dragons develop unique forms and abilities not found in other Blue Eyes White Dragons, making their already awesome might even more formidable.
This Blue Eyes has abandoned the aloof, stubborn nature of its kind in favor of a wiser, purposeful outlook on the world and its inhabitants. It finds itself inspired by the words and stories of Bahamut and his followers, choosing to also dedicate its power and existence to inspiring good in others and defeating evil. This has led to a greater connection with its Silver Dragon ancestry, it's body and mind changing to reflect this new state of being: that of the Azure Eyes Silver Dragon. Now tapped into the divine power of its ancestral patron, the Azure Eyes Silver Dragon has forgone some of its previous physical might in favor of esoteric abilities that allow it to better guard itself and others against the forces of darkness. It is for this reason that the Order with Eyes of Blue extol them as some of the greatest of the Blue Eyes, often turning to their aid in times of great crisis, when great defense is needed above great offense. As one of the only Blue Eyes dragons to possess the power of Shapechanging, it is not uncommon for an Azure Eyes Silver Dragon to take on a high-ranking position within the Order with Eyes of Blue or other religions devoted to Bahamut (such as that of an Arch-Bishop) in a humanoid form, to better help inspire and defend others in the righteous ways of life. However, though far more active in the defense of those in need and more humble and wise than your typical Blue Eyes, don't make the mistake in thinking it has completely given up its former might, pride and hair-trigger temper, lest you find that when push comes to shove, the Azure Eyes Silver Dragon is just as much an invincible engine of destruction as its normal brethren, if not more so.
Lair and Lair Actions
The Azure Eyes Silver dragon tends to nest closer to civilization than its Blue Eyes brethren, as it makes it easier to inspire and defend them. If they have a humanoid alias, their lair can often be within civilization itself, typically in structures such as churches or temples (where they may even hold a position of importance). That said, many Azure Eyes Silver Dragons are still are fairly reclusive, often lairing in nearby mountain ranges or cliff faces away from day-to-day interaction and only showing themselves when evil strikes and innocents need protection. They also prefer to choose abandoned temples/shrines to lair at (particularly if it is devoted to Bahamut), usually with the intention of trying to revitalize them. Those looking to find an Azure Eyes Silver Dragon will know if a temple or shrine is home to one by the presence of a magical sphere of divine light floating in the center; the dragon will have placed it there to serve as a symbol of the "Light of Truth shining down on the evil of the world", a sign to all that evil will have no place in this holy sanctuary. The horde of an Azure Eyes Silver Dragon (should it have any at all) typically consists of the same kind of treasures found in a Silver Dragon's horde: armor, weapons, artwork, scrolls, books, etc., but likely not as big. It will still at least contain one White Stone of Legend or White Stone of Ancients, if not multiple.
Lair Actions
On initiative count 20 (losing initiative ties), the Azure Eyes Silver Dragon takes a lair action to cause one of the following effects:
- The Azure Eyes Silver Dragon releases a vortex of wind around itself. All creatures within 30 ft. of the dragon must succeed on a DC 17 Constitution saving throw or be blasted back 30 ft. from the dragon.
- The dragon creates fog as if it had cast the fog cloud spell. The fog lasts until initiative count 20 on the next round.
- The sphere of divine light catches the silvery scales of the Azure Eyes Silver Dragon, reflecting outward into its lair. All creatures within the lair must make a DC 15 Constitution saving throw or be blinded by the glare. This effect lasts until initiative count 20 on the next round.
Regional Effects
The region containing an Azure Eyes Silver Dragon’s lair is warped by the dragon’s presence, which creates one or more of the following effects.
- All light sources within the region seem to shine brighter and with a rejuvenating wavelength. When a creature within the region takes a Rest near a light source, they can roll two additional Hit dice when healing for a Short Rest and subtract 2 hours from the required time to acquire the benefits of a Long Rest.
- A protective veil has fallen across the region within 5 mile of where the Azure Eyes Silver Dragon calls home. All creatures within this distance gains a +2 bonus to Saving Throws (unless facing the Azure Eyes Silver Dragon in battle).
- The Azure Eyes Silver Dragon's protective essence strengthens healing spell cast within 5 miles of its lair. Any creature that uses a spell that restores Hit Points can add an additional healing dice to the roll.
If the dragon dies or moves its lair elsewhere, these effects end immediately.
