Legendary Resistance (3/Day, or 4/Day in Lair). If the Blue Eyes Solid Dragon fails a saving throw, it can choose to succeed instead.
Flyby. Blue Eyes Solid Dragon doesn't provoke opportunity attacks when it flies out of an enemies reach.
Majesty with Eyes of Blue. Blue Eyes Solid Dragon possess a majestic body of sharp, crystal-like scales, increasing the lethality of its melee attacks and dealing an extra 4 (1d8) Slashing damage on each successful hit.
Spellcaster's Bane. Blue Eyes Solid Dragon can sense the magical nature of spellcasters and has advantage on all attack rolls against them.
Multiattack. The Blue Eyes Solid Dragon can use its Frightful Presence. It then makes three attacks: one with its bite and two with its claws. It can replace its bite attack with a use of Spellcasting or to use a Magic action.
Bite. Melee Attack Roll: +12, reach 15 ft. Hit: 17 (2d10 + 6) Piercing damage plus 17 (3d10) Radiant damage plus 4 (1d8) Slashing damage.
Claw. Melee Attack Roll: +12, reach 10 ft. Hit: 15 (2d8 + 6) Slashing damage plus 4 (1d8) Slashing damage.
Tail. Melee Attack Roll: +12, reach 20 ft. Hit: 17 (2d10 + 6) Bludgeoning damage plus 4 (1d8) Slashing damage.
Frightful Presence. Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 19 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for the next 24 hours.
Prism Burst Stream (Recharge 5–6). Dexterity Saving Throw: DC 19, each creature in a 120-foot-long, 10-foot-wide Line. Failure: 72 (13d10) Fire, Ice, Lightning, or Radiant damage. Success: Half damage. Each creature rolls a d4 to determine the damage type they are hit by:
- Fire
- Ice
- Lightning
- Radiant
Spellcasting. The Blue Eyes Solid Dragon casts one of the following spells, requiring no Material components and using Charisma as the spellcasting ability (spell save DC 19, +11 to hit with spell attacks):
At Will: Dancing Lights, Color Spray, Faerie Fire, Starry Wisp (Level 17 version)
3/Day Each: Moonbeam (Level 5 version), Jallarzi's Storm of Radiance, Daylight
1/Day Each: Hypnotic Pattern, Sunbeam (no Concentration), Prismatic Spray, Prismatic Wall
Legendary Action Uses: 3 (4 in Lair). Immediately after another creature’s turn, the Blue Eyes White Dragon can expend a use to take one of the following actions. The Blue Eyes White Dragon regains all expended uses at the start of each of its turns.
Vision with Eyes of Blue. The Blue Eyes Solid Dragon makes a Wisdom (Perception) check.
Tail Attack. The Blue Eyes Solid Dragon makes a Tail attack.
Wingbeat of Giant Dragon (Costs 2 Actions). The Blue Eyes Solid Dragon beats its wings. Each creature within 10 ft. of the dragon must succeed on a DC 20 Dexterity saving throw or take 13 (2d6 + 6) Bludgeoning damage and be knocked prone. The dragon can then fly up to half its flying speed.
Solid Lightning (Costs 3 Actions). The Blue Eyes Solid Dragon exhales a breath of lightning in a 30- foot cone. Each creature in that cone must make a DC 21 Dexterity saving throw, taking 30 (10d6) Lightning damage on a failed save, or half as much damage on a successful one.
Description
The Blue Eyes Solid Dragon is the result of an arcane mutation in a Blue Eyes White Dragon who has chosen to lair in an area saturated with an incredibly high amount of radiant magical energy. Constant exposure to this magical power has infused the Blue Eyes White Dragon’s being with even more radiant energy that it already possesses, giving it access to innate spellcasting and an iridescent radiance. This arcane power is not without price though; this increased level of radiant power occurred faster that what the dragon was able to naturally adapt to, resulting in a weakening of its physical might and constitution. Regardless, its pride and aggression are still as fierce as ever, and any challengers of its might thinking it would make an easier bounty because of its slight physical frailty will come to learn too late that they about to be blinded by more than just their foolishness.
Lair and Lair Actions
The typical lair of the Blue Eyes Solid Dragon shares many similarities with the preferred lair of the average Blue Eyes White Dragon. That said, their radiant mutation causes them to naturally seek out places that are also abundant in the radiant energies of their original home. Places naturally higher in these energies (such as divine shrines, sacred grounds, and radiant-aligned Leylines) are also fair game. This has the potential to place them either far farther or far closer to civilization than other members of the Blue Eyes species, depending on the nature of the Plane in question. While Blue Eyes of this type are not unheard of by the Order with Eyes of Blue, the specificity of the conditions required to create one are rare enough that interaction between the two is pretty uncommon. The treasure horde of the Blue Eyes Solid Dragon follows the same characteristics of a Blue Eyes White Dragon’s treasure horde and should be structured as such.
Lair Actions
On initiative count 20 (losing initiative ties), the Blue Eyes Solid Dragon takes a lair action to cause one of the following effects:
- A dazzling gleam of radiant energy is released from the Blue Eyes Solid Dragon’s body. All creatures within 40 ft. of the dragon must succeed on a DC 21 Constitution saving throw or take 18 (5d8) Radiant damage and be Blinded until initiative count 20 on the next round.
- The radiant energies of the lair surge at a point the Blue Eyes Solid Dragon can see, causing a pillar of light to erupt from there. Each creature within 5 feet of that point must make a DC 15 Dexterity saving throw. A creature takes 23 (5d8) Radiant damage on a failed save, or half as much damage on a successful one.
Regional Effects
The region containing a Blue Eyes Solid Dragon’s lair is warped by the dragon’s presence, which creates one or more of the following effects.
- All light sources seem to shine brighter and with a prismatic hue within the region. This light seems to be infused with the Blue Eyes essence, interfering with spellcasting. Saving throws to maintain concentration on spells are made at disadvantage while within the region.
- Rainbows, Auroras, and other optical light phenomena appear regularly within 6 miles of the Blue Eyes’ lair.
- The radiant essence of the Blue Eyes Solid Dragon has leaked into the surrounding environment, naturally feeding into and strengthening light-aligned magic. Any creature that casts a spell that deals Radiant damage within 5 miles of the Blue Eyes’ lair, can add an extra damage die when calculating damage.
If the dragon dies or moves its lair elsewhere, these effects end immediately.
